VGC 501(c)(3) Nonprofit Corporation was established for accountability regarding an illegal loophole. VGC legislation is based on mathematical standardization to provide churches (click here to read God's command to gamble), hospitals, and civic groups with quadrillions of dollars on an ongoing basis.
Many years ago VGC met with experts from United States and Canada to discuss the problem. Results were clear that due to the illegal loophole great economic impact, great human suffering, and in general great harm to U.S. citizens continues to be perpetrated. With no exception indicated, those few who own and/or run those few loophole businesses clearly know they will unfairly severely harm very many people for the reason of their own personal profiteering. In this nation, direct victims are an estimated 14 million people. Indirect victims include associated crime victims (families, employers / [blue and white collar crime], and other groups), stock investors / applicable fund managers, and U.S. taxpayers. The loophole is also a vehicle for funds to be easily removed from the U.S. by foreign powers via the Internet.
The unique VGC solution is not about a temporary fix; it is an optimum fairness solution based on mathematically derived standardization. The self-funding legislation places the burden of proof, including up front and ongoing financial responsibility for such burden of proof, on the perpetrators of the economic activities and planned economic activities, via fair licensing and special taxation of such deliberate perpetrators for such activities and their resultant collective damages per jurisdictional region.
Proper standardization requires one, and only one, entity to serve as that standardization body. With funding, key elements within that body include experts for and against gaming serving on the board. Other applicable experts are part of the criteria, such as for legal, for applicable Internet interfacing, for unraveling data to produce internal reference points of agreement, to screen information for the standardization body's Internet library and the media, and for evaluation of other types of addiction treatments and new research such as NASA biocybernetics.
Separately with pre-established levels of security for confidentiality a free membership program open to any treatment group (such as hospital, church, or civic) is available for input and standardized answers, with allocations available to the participant groups per the board's fairness criteria (such as group size, R&D plans, and the particular treatment group's success rate / voucher system).
The Board is responsible for the gaming industry's treatment licensing program (including sub-licensing, if any) and reviewing license fees. And the Board would evaluate annual fees, currently set at 10%, based on NGISC data and results (including such areas as allocations to treatment groups, Board salaries, VGC administration, training, and expenses such as for maintenance, and for travel to interact with representatives as needful.
As VGC receives funding, allocations are made to treatment groups. Treatment groups must not be gaming group related.

Logically, gaming establishments are expected to know gaming, entertainment operations. Gaming establishments are not expected to know medical psychological and / or sociological parameters. Moreover, gaming establishments are not expected to know how to best handle addictive or quasi-addictive behavior (Reference NGISC Report to the President) as relating to families, churches, civic groups, hospitals, employers, stock brokers, or other.
Logically, gaming establishments are not expected to randomly (or according to moot criteria) hand-out funds to treatment groups. Funds must be allocated per one standardization system solely responsible for implementation of the process working optimally toward achievement of desired goals.
Clearly if gaming establishments care about their clientele, they will voluntarily work to protect them through the optimum method of standardization provided uniquely by VGC, which was established for this purpose.
Voluntary cooperation through the VGC system by gaming establishment groups would preclude the need for government intervention, since VGC's established norms have been agreed by representatives of applicable factions, for and / or against gaming.
There are currently five Class headings for initial one-time licensing fees.
$200 / Slot machine, video machine, or similar, or
$15,000 / Internet gaming source (includes end users), or
CLASS 2 SOCIAL OR QUASI SOCIAL GAMBLING ACTIVITIES:
$1,000 Bingo, or
$2,500 Pull tab, or scratch, or similar instant win <$100 / customer prize / day, or
$5,000 Gambling promoted on airplane (on land or in air), or on land vehicle, or
$6,000 Small riverboat casino <30 table games, gambling machines, or similar, or
$7,500 Off-track betting, telecast events betting, or similar, or
$10,000 Stadium type activities including race tracks, sporting events, or similar, or
$12,500 Large riverboat casino, or
$13,000 Casino that offers other free non-gambling entertainment and / or food, or
$15,000 Casino, lottery, or other catergory not covered elsewhere, or
CLASS 3 TEMPORARY GAMBLING ACTIVITIES
N/A (Tent events, carnivals, block parties, fairs, or similar):
$100 Temporary activity up to 1 day, or
$200 Temporary activity up to 3 days, or
$8,000 Temporary activity up to 1/2 year, or
CLASS 4 CHARITABLE GAMES:
$0 All types, or
CLASS 5 HEADQUARTERS LOCATED OUTSIDE UNITED STATES:
50,000 All types, in addition to other applicable class fee(s).
Once the license fee has been paid to VGC, 10037 Orchard Grass Court, Charlotte, NC 28278, USA, your license and info packet should arrive within a few weeks.
Questions Option: For questions, send SASE with $100 (drawn on USA financial institution) for administrative fee (inclusive of limited research), not refundable, to VGC, 10037 Orchard Grass Court, Charlotte, NC 28278, USA.
Meeting Option: For personal meeting and consultation, follow "Questions Option" process above. Include where you'd like to meet and when (allow perhaps one half hour for the meeting) for pre-arrangement scheduling, and calculation of your applicable fee (including to cover travel costs, contingencies,...) for appointment consideration. VGC can provide you with the general overview. To provide you with information more specific as to how VGC standardization specifically affects you, you may want to include details such as who will be present at the meeting, their concerns / positions with your organization (or guests and their areas of expertise), and so on.
VGC can provide certain information about legal matters, but VGC does not provide legal advice.
VGC offers no guarantee(s). Governmental, victim law suits, or other may arise regardless of interaction with VGC. Working with VGC may improve fairness and may therefore help satisfy justice concerns reducing the need-for, and / or impact-of legal action, if any.
If the above voluntary criteria are not met, then the unique VGC legislation would need to be enforced. Also, additional funding by gaming establishments would be required to payable to government for special governmental intervention relative to national security, administrative, enforcement, and other areas.
Also, some perpetrators are not privately held groups, but are governments, such as state lotteries. In such cases the following must be used to comply with the separation of church and state, to comply with doctor / patient confidentiality, and to protect people (including victims, families, support groups, and employers) in privacy matters.
