"The GLONASS system is managed for the Russian Federation Government by the Russian Space Forces, system operator, providing significant benefits to the civil users community through a variety of applications. The GLONASS system has two types of navigation signal: standard precision navigation signal (SP) and high precision navigation signal (HP). SP positioning and timing services are available to all GLONASS civil users on a continuous, worldwide basis and provide the capability to obtain horizontal positioning accuracy within 57-70 meters (99.7% probability), vertical positioning accuracy within 70 meters (99.7% probability), velocity vector components measuring accuracy within 15 cm/s (99.7% probability) and timing accuracy within 1 mks (99.7% probability). Neal MOSCOW : President Vladimir Putin urged the government on Monday to speed up development of Russia's planned satellite navigation system, as the European Union prepared to launch the first satellite in its own system. The Russian system, known as Glonass, and the European Space Agency's Galileo system will compete with and complement the American Global Positioning System, originally designed to locate targets for guided missiles, but now used in a host of civilian applications. The Glonass network of 24 geostationary satellites is not scheduled to be in operation before 2008, but according to the Ria-Novosti news agency, Putin told the cabinet, "We have to see what we can do in 2006 and 2007 to develop the commercial utilisation of this system." Russia has already launched 17 of the planned system satellites, including three placed into orbit on Sunday, but Putin warned that some of these may be out of date by the time the navigation system is inaugurated unless the development is hurried along. Russia also has a hand in the competing Galileo system. One of its rockets is scheduled to lift off from the Baikonur launch site in Kazakhstan on Wednesday carrying a British-built test satellite for the European network. The Russian Defence Minister Sergei Ivanov warned yesterday any attempt to change the terms of Moscow's lease would threaten agreements recognising Ukraine's post-Soviet borders. "The accord on conditions for the presence of the Russian Black Sea fleet is part of the main Russian-Ukrainian treaty, the second part of which includes the point on recognition of the inviolability of state borders ," he told state television. "To revise those agreements would be fatal." The Ukrainian Prime Minister, Yuriy Yekhanurov, said Ukraine had the "unquestionable legal right" to take 15 per cent of Russian gas shipments to Europe that pass through its territory as a transit fee. About 80 per cent of Gazprom's European exports pass through Ukraine and the company supplies about half the European Union's gas. Sergei Kuprianov, at Gazprom, said any attempt by Ukraine to siphon off gas destined for Europe would be regarded as theft. "All responsibility for shortage of Russian gas supplies to European customers will lie completely with Ukraine." Mr Kuprianov denied claims by Ukraine's Energy Minister Ivan Plachkov that a deal had been reached to phase in the price rise. Mr Kuprianov called Mr Plachkov's statement "a provocation." Russia's Energy Minister Viktor Khristenko also denied an agreement was in place. Russian officials insist the gas price rise is financially justified because it will end Moscow's long-standing energy subsidies to its former Soviet satellite. The measures, which come into force on Jan 1, are the biggest expansion in decades of police powers to deprive people of their liberty. At present, officers can generally arrest people if they suspect them of committing an offence which carries at least five years in prison. They will now have the discretion to detain someone if they suspect any offence and think that an arrest is "necessary". The civil liberties organisation Liberty said the change represented "a fundamental shift" in power from the public to the police and the state and was open to misuse. It pointed out that powers to stop people under anti-terrorist legislation, which the public had been reassured would be applied correctly and sparingly, were wrongly used against an elderly heckler at the Labour Party conference in the autumn. There are also worries that the new arrest laws will create major problems for constables, whose judgment on the "necessity" of an arrest is likely to be routinely challenged in the courts, particularly under human rights legislation. Officers will have to satisfy themselves of "a person's involvement or suspected involvement or attempted involvement in the commission of a criminal offence" and that there are "reasonable grounds for believing that the person's arrest is necessary". They will also have the power to take digital photographs of suspects on the street when they have been arrested, detained or given a fixed penalty notice. The Home Office said the move would save time spent in taking suspects to a police station to be photographed and that it would "greatly reduce the ability of suspects to deny that they were the person in question". But many people fear that the move will create a vast database of photographs of innocent citizens which could be kept even if the police decide not to take any further action against them. The Government says that the existing legal framework on arrestable and non-arrestable offences has become "bewilderingly" complex and needs to be simplified. A Home Office spokesman said yesterday that arrests would not soar because, in addition to the necessity test, many offences would be covered by fixed penalty notices. Police chiefs have made clear that, although they were concerned about the current system, they did not ask for all offences to be arrestable. Liberty said that three years ago the Home Office and the Cabinet Office had advocated "a definitive list" of arrestable offences and enhanced training, not a move towards all offences being arrestable. Mark Oaten, the Liberal Democrat home affairs spokesman, said: "Officers need firm guidance on how to use these new powers. Nobody wants to live in a society in which every offence results in people being dragged down to the police station." Edward Garnier, the Tories' spokesman on home affairs, said: "The effect of the new arrangements will need to be monitored closely." Like Liberty, he referred to the ejection from the Labour conference of Walter Wolfgang, 82, a refugee from Nazi Germany and a Labour Party member since 1948, and how a policeman citing the Terrorism Act detained him when he tried to get back into the hall. Hazel Blears, the Home Office minister, said: "It is vital that the police are equipped with the powers they need to enable them to do their jobs properly and effectively.
