to get the same effect, use a the faded edge circle brush to a big size about 350-500, and set blend mode to hard light. Flatten all the layers and then use the faded parts of the circle brush to change the colours. Now, all you need to do is add some brushes and text. these brushes are not my own, they are from various people at deviant art.
