  7. David Bell (9/14/72) was one of the few members of the 2001 Mariners to not return in 2002, and Seattle missed him, because he performed even better for the Giants. The Phillies' first off-season pickup in December 2002, Bell was intended to improve third base and allow Placido Polanco to move to second, improving that position as well. It also let Chase Utley will move back to second, as he is no longer slated to be the "next Scott Rolen," and made Travis Chapman fully expendable.   9. Brent Billingsley (4/19/75) was signed as a minor league free agent after spending several seasons with the Montreal Expos organization. Although he has some major league experience (8 games and fewer than 8 IP with the Marlins in 1999), Billingsley had not had recent success in the minors. In 2002, he turned in a 4.07 ERA in 86.3 IP with the AAA Ottawa Lynx and a 10.23 ERA in 22 IP with the AA Harrisburg Senators. In 2001, he turned in a 5.37 ERA in 112 IP with the Senators and a 15.00 ERA in 3 IP with the Lynx. After being used solely as a starter, Billingsley made most of his appearances in relief in 2002.   10. Jake Blalock (8/6/83) was the Phillies' 5th round draft pick in the 2002 amateur draft out of Rancho Bernardo High School. He is Rangers third base prospect Hank Blalock's younger brother. Originally signed as a third baseman as well, Jake was quickly moved to right field, with Kiel Fisher given the starting third base job in the GCL in 2002.   30. Francisco Butto (5/11/80) could have been the top rookie in a lot of organizations, just based upon his being a Venezuelan prospect who didn't gain any extra years over the winter. As it is, he comes in low enough under the radar in a pitching-rich group to qualify as a "sleeper pick." The highlight of his 2002 season was clearly a seven-inning complete-game no hitter for the GCL Phillies on August 5, 2002, allowing only one walk. The GCL Tigers scored one run, however, off of 6 Phillie errors. Unfortunately, he gained 2 extra years before the 2003 season, which knocks him out of the prospect arena.
