Head of the Oceanographic Museum and Captain of the Maritime Security Force. Tidal Makkoeen has a reputation for being reckless and difficult, particularly when it comes to the Sea-Repliforce, another military body whose authority supercedes his own. Friction between the two groups is typical in situations where they must combine their efforts.
Tidal Makkoeen is master of the Gel Shaver, a weapon that fires fin-shaped projectiles that travel rapidly over the ground, and other flat surfaces, slicing anything in their path. The doors on his chest open to deploy miniature, kamikaze-attack submarines, each armed with plastic explosives in their noses which detonate on impact. Tidal Makkoeen can rapidly fashion objects out of ice, using the ocean water surrounding him as an almost limitless reservoir of source material from which to shape them. He uses the frozen obstacles he creates (usually block platforms and/or beds of spikes), in conjunction with the Gel Shaver and his ability to make water currents flow towards or away from him, to make life very unpleasant for any challengers. Avoiding and surviving all of the mechanical whale's various attacks is no easy task.
Crescent Grizzly/Grizzly Slash's Crescent Shot (X)/Crescent Sword (Zero) rips through Tidal Makkoeen's armored hull with relative ease. Tidal Makkoeen was built and designed to take full advantage of marine environments; he's nowhere near as effective if forced to fight out of his element. On land, he's bulky and slow, and many of his weapons don't function properly, if at all.
