Originally, Houston Oilers were the representative of the Houston city, but following the 1996 season the Oilers moved to Nashville leaving Houston without a pro team for the first time since 1959. Most of the people thought that NFL would never return to Houston, but Robert McNair began assembling support to bring the NFL back to Houston. In 1997, he had already tried to bring NHL to Houston, but when his efforts failed he became more adamant to bring pro-football to Houston. However, the league was interested in awarding a franchise to Los Angeles, which had been vacant since the Raiders left Los Angeles and the Rams moved out of Anaheim. In March of 1999 the NFL gave the city of LA a 6-month deadline to get their plans together, but when LA failed to organize a proper plan, Bob McNair was awarded the 32nd team of the NFL that would begin to play 2002 onwards.

Since the team was just a beginner, cheap tickets for the team’s regular-season were also available. The name of the team was chosen to make the team sound provincial in scope, while maintaining its recognition as a Houston franchise. The logo and the colors were given a complete new look and by no means resembled with that of Oilers. Charley Casserly, who had earlier worked for the Washington Redskins, was employed to direct the football operations. Charley Casserly chose Dom Capers to coach the Texans. Capers had already led the Carolina Panthers when they came into the league in 1995. His defensive tactics quickly put the Texans on a winning spree.
