For those of you on Pacific Care, Aetna, and Cigna please be advised of the following list of medical service providing facilities. I am still working with Aetna and CareNow on the co-pay issue. CareNow has been charging (Aetna members) a $35.00 co-pay (which will be refunded to you) being that is in error. Hopefully that will be resolved shortly.-Kevin Kirkpatrick. -Managers Meeting Brief-

January 23,2003

Item:

I. Duties of (senior) Lead Firefighter in the absence of the Fire Chief

A. Following lengthy disscussions on the "what if's", Barry Marsh stated that his intention was to make the day-to-day operation of the fire department as smooth as possible in the absence of the Fire Chief. However, since it appears that there is much concern of conflict, that he will have the Lead Firefighter report to the Plant Protection Sergeant on duty/on call.

II. Grievance #1387 - Medical, Out-of-Pocket Expense

A. The company's agent (Aetna) had refused to pay a $40.00 charge to the surgeon, for a pair of Darby Shoes
B. The company has asked for additional time to try and settle/resolve this grievance.
C. The committee agreed to the additional time requested.

III. Grievance #1388 - Medical, Out-of-Pocket Expense.

A. The company's agent (Aetna) had refused to pay a $128.00 charge to a physician for treating a member's medical condition in the physician's office.
B. The committee presented documentation (letter) from the member's physician, stating the medical nessesity in treatment for the member.
C. The committee presented documentation (letter) from the company's agent (Aetna) stating that the treatment will not be covered.
D. The company (Insurance Dept.) requested more medical information from the aggrieved.
-1- The committee argued that the company's agent (Aetna) had all the necessary medical information necessary to properly review and pay this expense.
-2- The committee, therefore advised the company that no further medical information would be forthcoming at this time.
E. The company has asked for more time to try and settle/resolve this grievance.
F. The committee agreed to the additional time requested.

IV. Miscellaneous.

A. Disscussion on the fact that vendors are now using the Engineering Lobby(Bldg. 26 Lobby) as a recieving area for deliveries.
-1- Barry Marsh advised that he was not aware of this type of activity at the lobby. He would investigate.
B.Discussion on whether or not the receptionist at the Engineering Lobby, should be issuing black V badges,(non-escort badges).
-1- Barry Marsh advised that he was not aware that the receptionist was issuing black V badges. He and Chief Stone will investigate.
C. Disscussion on why current e-mails of prudence and importance were being deleted from the gates "INBOX" prematurely.
-1- Barry Marsh advises that he will confer with the IT dept. and institute a "drop-dead" date on future e-mails. This program would then disallow any premature deletions of emails, prior to the "drop-dead" date attached to the e-mail.

V. Grievance #1386 - Discharged Employee/Member

A. The committee made an aggressive and earnest plea on behalf of the aggrieved, in that asking the company to re-instate the aggreved to his current job classification.
-1- The company stated that the discharge of an employee never comes as an easy decision. The company acknowledges that not only is the aggrieved involved, but his family too. However, due to the circumstances involved in this particular case, the company could not and will not re-instate the aggrieved to his former job classification.
B. The committee advised the company that Grievance 1386 would be forwarded to the SPFPA, International Union, headquarters for review, to arbitrate.
-1- The company acknowledged and understands that the Local Union is obligated and responsible to do everything within it's power in having the aggrieved re-instated to his former job classification. That is understood.

1. President Washington will have information available for the Membership at the April Membership Meeting.

Report for May 5th, 2003

I. Sister E. Patterson won the door prize (jacket) for the month of March.

II. There was no meeting for the month of April.

III. 1. Grievance #1386 (Gibson Discharge) will be arbitrated, no date set at this time.
2. Grievance #1387 (Johnson Medical), settled, Brother Johnson was reimbursed those particular medical charges.
3. Grievance #1388 (Newton Medical), pending-in process of review for reimbursement of medical charges paid by the member.

IV. 1. Supplemental weekly S and A Benefit is available to the membership at $7.00 per $100.00 increment.
a.) Brother L.R. (George) Washington will be getting information for the membership.
2. Brother Jay Hewitt will be getting the "contract negotiation proposal sheets" (DREAM SHEETS) out to the committeemen for
distribution to the membership in the near future.
3. The camera on the entry door at building 15, plant 6 has been removed.
4. Reminder to every one that they have from the 5th thru the 16th to finish up the "spring challenge" online and until the 23rd
to turn their form (hard copy) in to Paula Winter for the 2-wellness credits. Remember that it takes 4-wellness credits
to receive the extended S and A Benefit for 2004. To qualify for the extended Benefit you must either have had a physical or
have completed the "online health assessment". You can only receive 2-wellness credits for one or the other, not both. But
you must have at least one or the other to qualify for the extended S and A Benefit. The member may elect to opt out on these
requirements for the extended S and A Benefit and simply buy the supplemental insurance at $7.00 per $100.00 increments, up to a $200.00 maximum or $15.00 per month.
5. There continues to be ongoing litigation concerning the legitimacy of our International/Local representing the Fire Protection
Officer. In reference to 9B3 of the NLRB, by law, a firefighter cannot be represented, however we have a MOU (memorandum of understanding)
with BHTI that we represent fire protection officer's, not firefighter's. Therefore, this issue should be close,
in being resolved.
6. Bro. L.R. (George) Washington will be attending a Region 10 Seminar over Memorial Day Weekend, in St. Louis.
7. A letter of intent to negotiate a new contract for our Local will be sent to the company later this month.
8. Discussion on the possibilities of submitting an AVO to transfer (relating to seniority) to an open line on current shift.
9. The BSI Audit should be a happening thing this coming Monday, Tuesday and Wednesday. Be sure and know where the
Guard Notices are located on your post, in the event an auditor arrives on your post and ask to see them. Please also note that
