- CROSSTIMBERS DISTRICT COMMITTEE MEETING
- December 9, 1999
- Opening / New Business
- The meeting opened with the pledge of allegiance and a welcome from District Chairman Glenn Goss.
- Glenn reported the following from the November 18 Longhorn Council Executive Board meeting:
- This year's popcorn sale saw $1.3 million in gross sales
- Council membership is up 3.2% over 1998 while the number of units has increased 3.4%
- University of Scouting was a very successful, well-attended activity
- A Twin Arrows Junior Leader Development course is scheduled and already filled for Christmas break
- Mike Barnard will be the Scoutmaster for a Council Wood Badge course this summer at Philmont
- An offer has been accepted by the Longhorn Foundation for the purchase of Leonard Scout Reservation
- Glenn indicated at the meeting that members of the Cross Timbers District were unhappy with the sale
- A "good-bye" event will be scheduled for 2000
- Council Vice-President for Properties Kevin Belknap is heading a committee to find property on the Council's southern end for Troops' camping activities
- More information will be transmitted to unit volunteers from the Council through its web site (www.longhorn.org)
- District Business
- Cross Timbers District has a small storage area at the Storage Hut in Mansfield. Woody Lee, 453-8557, is to be contacted for access. Glenn warned that property stored becomes property of the District and may be used for future activities.
- Program – Training
- Glenn contacted the Council Service Center and encourage the web site posting of Council-wide training opportunities. Lisa, the Council's web site administrator, responded positively.
- Dennis has resigned as District Training Chairman, and Sue Phillips will be assuming that role. Dennis will continue his involvement with Youth Protection Training. Both Cub and Boy Scout Leader as well as Venturing.
- Sue is preparing a position statement to be presented at the January District Committee meeting on the pros and cons of separating Cross Timbers' Scoutmaster Fundamentals courses from Tejas District.
- A "training update" is being planned for Scoutmasters with five years or more experience.
- Deo Phillips reported on the new Brown Sea Training which will be a prerequisite to Junior Leader Training.
- Program – Cub Scout Day Camp
- A Camp Director and Program Director are needed for this year's District Day Camp. Candidates must be able to attend National Camp School in February.
- Program – Bowlathon
- This year's Bowlathon can be scheduled between January 8 and March 25. Glenn challenged everyone to an adult "red-eye" match and encouraged both Cub Scout and Boy Scout / Venture participation.
- A chairman and location are needed.
- Program –Activities Chairman
- The search continues for an Activities Chairman to replace Bob Porter. Also, a Spring Camporee Chairman is needed.
- Finance – Family Friend of Scouting
- Larry Savoy reported that the Cross Timbers District has already reached 20% of its goals. Numerous Packs and Troops remain to have presentations scheduled.
- Finance – Popcorn
- Glenn congratulated Beth Brockenbush and Angela Hempel on District's popcorn sale. Twenty-nine units sold more than $78,000.
- Administration – Membership
- A "strategy" meeting originally scheduled for December 14 is being rescheduled. John Biel expressed a concern of the proximity of units and indicated that the committee's plan is to focus on areas not currently served.
- District Administration
- Recharter turn-in started at the Cub Scout Roundtable. Unfortunately, turn-out was low. Dale Holt was thanked for the good turn-out at the recharter turn-in for units from the Church of Jesus Christ of the Latter Day Saints Wards.
- A request was made to have a list of units qualifying for the Commissioner's Recharter Award to the Scout Shops no later than February 1. Bill Tatsch also will investigate using the "receipt" given to units as proof of their award status.
- Glenn discussed the procedure for the District Nominating Committee and the subsequent annual business meeting. Additional discussion followed related to
- tenure of District Committee members,
- effectiveness of the District Committee and
- the excessive number of registered but inactive members-at-large.
- Comments also were made regarding the participation of Chartered Organization Representatives and the ratio of elected District Committee members to Chartered Organization Representatives.
- Service to units was discussed, and Bill Tatsch concluded by thanking the Unit Commissioners for their commitment and involvement with units.
- Linda Frazee reminded everyone of the District Annual Dinner:
- Friday, January 28
- $20 per person
- Holiday Inn
- Auction items and a possible guest speaker will be featured
- Bob Porter invited committee members to the Klondike Derby this Saturday, beginning at 9 a.m. at Vandergriff Park.
- District Executive's Minute
- District Director George Bowden introduced himself as Cross Timbers' new DE. He encouraged support of unit-level programming and thanked everyone for their upcoming support during his tenure.
- Glenn Goss then adjourned the meeting.

- CROSSTIMBERS DISTRICT COMMITTEE MEETING
- November 4, 1999
- Pre-meeting began at about 7:00 PM on 11-4-99. This meeting was held
prior to the District Committee Meeting. Joe Gaston used this time to
talk about what they are looking for in our new DE. Joe is looking for
an older person this time (mid 30's or so) and has two candidates to
interview, he has already interviewed one candidate (mid 20's) but this
person doesn't want to work weekends or evenings. All interviews will be
done on a three part basis with interviews to be done by council people,
another DE and Joe Gaston.
- Volunteers are encouraged to keep driving. no slow down! The
volunteers will have access to council by calling Joe Gaston at
817-624-5502 or council office direct at 817-624-5500. Remember: The
Council is a huge organization with 8000 volunteers and 31,000 youth.
Patience is a watch word.
- There is a system challenge with the new ScoutNet 2000. Nationally
there are 296 councils on-line and 20 councils that have not made the
change yet. Registration of youth, adults, units and districts is going
very slowly since software glitches are not allowing every council to be
on-line at the same time. It's getting better, it's just a work in
progress. Turn around time is not great for paperwork being put on the
computers. There is a back up on adults leaders right now. Have a cycle
for the computer at BSA and the cycle is on ASAP.
- Deo Phillip has a child working on his Life rank but the council still
doesn't have the child on file as a scout. Can't find anyone at council
who has a clue as to what is going on and how to put child on the
system. Joe talks to Woody three times a day for all of the new
recruits. If you have a problem it's most important to Joe, let him
know what the problem is. As for Deo Phillip's child it is everyone's
problem and we should do everything to get him to Eagle.
- Sue Phillips wanted to know why we couldn't have volunteers help with
input. Joe said it was because of the legality of data input and even
Joe can't input the information legally. Council doesn't have the
authority to have volunteers help with the input.
- District recharters are all out at this time if need help please let DE
's know.
- Camp improvements are on going with SR2 dining hall and water tower.
Good program continuing due to strength of volunteers.
- DISTRICT COMMITTEE MEETING
- Meeting started at 7:45 with 16 in attendance.
- Welcomed by Bill Tatsch
- Susan Phillips made statement saying she will have her report next
meeting about our district and Tejas district splitting all of our
training programs.
- Glenn has gone to Houston so Bill will be chairing the meeting tonight.
- New Business:
- According to a press release dated October 27,1999, it was announced
that there was a pending agreement to sell Leonard Scout Reservation. A
copy of the announcement is attached. I have also attached a copy of a
memo to Dan Clifton indicating my opposition to the sale of the LSR at
the present time.
- It is my opinion that the Council need s to address other more pressing
problems at this time. According to an article in the Granbury paper,
the finalized contract was signed on October 28. I do not know if this
is a final signing date or if the paper was misquoting the press
release.
- I met with Joe Gaston to discuss the needs of the District with respect
to acquiring a new DE. I asked Joe to allow me the opportunity for
interviewing any proposed applicant before the final hire was
completed. Don't know if this is going to do any good, but I tried.
Joe indicated that he would be looking for a person in their mid 30's to
fill the slot left by Jess. While the person would not necessarily have
scouting experience, there were a couple of potential applicants that
did have some experience. Looking to fill slot ASAP.
- Joe Gaston told me that the District Recharter was in the system and
that it was just like it was a done deal.. "If the paperwork is turned
in, you're chartered." This worries me still!
- The Unit Recharters are finished and will be handed out at Roundtables.
According to Joe there will be a problem with any person that has
registered since May. It is possible that the unit charters do not
reflect these people since the Council has not had a registration person
and since the implementation of ScoutNet 2000. Just add them to the
overflow pages!
- The following people have been submitted to me as candidates for members
of the 2000-2001 nominating committee. If you, the membership, wish to
submit other names for the nomination committee, please send them to me
before the next meeting. The nominated committee will be seated at the
January 6,2000 District Committee Meeting. The committee is charged
with nominating a
District Chairman and assisting with the development of a proposed slate
of officers for the coming physical year. January 6,2000 will be the
date to announce the annual Business Meeting for the Crosstimbers
District. A series of cards will be mailed to each of the chartered
organization representatives, members-at-large, and other interested
parties alerting them to the annual business meeting. The annual
business meeting will be held on March 9,2000.

- There is a REAL need in the District to mixup the district level
committee chairs and working staff. Many of us have become somewhat
inflexible. Scouting is a growing, dynamic organization that demands the
best leadership we can provide. Old ideas are good, but each job we do
should be focused on finding and training our replacement. We should
look forward to expanding our knowledge gained in our current place into
new areas of service. Expect change in the coming year!
- Cub Scout Programs for Day Camp and Bow-A-Thon are hurting for
leadership. I can't do it all! There is a critical need for
individuals to step forward and take the Bull by the Horns for these
fine programs. Day Camp leaders MUST attend national camp school in
order to serve. The Bowl-A-Thon leaders should begin finding a location
to hold the event NOW ! Signing up sponsors
must start in January. This event is being expanded to include Cubs,
Boys, Crew and Adults. It is an excellent opportunity for recruiting.

- COMMISSIONERS REPORT: Bill Tatsch
- Recharters are in. There is a need for a Day Camp director because of
training in January. I am tired of hearing people complaining about the
cost of the District Dinner that time is past and it is time for all of
us to get on board and buy our tickets. Bill did just that and asked
each of us who have not done so to do so. The will be no rubber chicken
and it is just $40.00 per couple.
- Joe will get out all of the missing recharter packets ASAP.
- COMMITTEE REPORTS: Administration report Susan not present nothing at
this time.
- Membership report Woody, winding down on recruiting for cubs will start
on 6th grade and jr. high level next. Still need help with this. Troop
615 picked up 7 new boys with the first recruiting effort. Still getting
calls for cubs and am sending the to the school closest to the pack
area. Private schools
we are sending the to the nearest public school pack or troop.
- Ed Frazee is turning over the program to John Biel for the jr high and
high school level. There is a patch for the boys who recruit three or
more boys to the program. Ask about it to your commissioner. Try to
have a scout fun day after all your recruiting is done to get the new
boys involved with the troop.
- PROGRAMS: Larry Savoy FOS sign up for dates is going on and we will try
to get all of Boy Scouts done by January 2000 and Cub Scouts done by
February 2000.
- Mike Mackelroy might be interested in doing Cub Day CAMP. Cub Fun Day
will be in October 2000
- Camporee had 186 people. Had rain but also had fun. Will move the
February District Leadership training for the boys to mid March or
April and Deo Phillip will be the course director. Cub Family camping
had 900 people at SR2 but only had 1/3 of the staff needed to run the
program. Might look into assigning staff to help run programs by going
to packs and troops and tell ? asking ? that they send so many people to
help staff this activity. Will get more information on this later.
- OLD BUSINESS:
- District Dinner : Linda Frazee is selling tickets. Have two items in
hand for silent auction and commitment for two more next month. Several
businesses have said to come see us in January and we will help.
- Calendar update Pacesetter, Joe will bring some to Roundtable it will
not go online until Aug or Sept of 2000.
- DISTRICT EXECUTIVE'S MINUTE: Joe Gaston: I enjoy being in this spot
and I am going to enjoy being the acting DE. If you need anything
please call me direct at 817-624-5502. We are looking for a new DE and
we are going to find a way to get the job done. "I'm going to give it
my BEST."
