Lothor (Grant McFarland) is the leader of the Wind Ranger's enemies, banished into space some time ago. He is power hungry, wanting nothing more than to conquer the earth.

The villainous General Zurgane is the most trusted of Lothor's henchmen. He is often sent to fix what Marah and Kapri were supposed to do.

Marah and Kapri are Lothor's brattish and quarelling nieces. Kapri is the bossier of the two ordering Marah around most of the time.

Lieutenant Choobo has the ability to release bubble-like powers that trap people unwillingly, most noticably seen on the attack on the Ninja Academy.
