Phelan’s specialty is Tactics, which he has been practicing at Star Fleet Tactical. Phelan has lost relatives in recent years to both the Borg, and the Dominion in recent conflicts. Phelan is currently fighting himself, for he tries to blame their deaths on his absence during both conflicts. Phelan has an interesting medical modification. During the first mission of the Sentinel, Captain Ward had a device implanted in his brain. This device blocks any kind of telepathic manipulation, or readings.
