Ranks of the Klingon Republic

The Klingon rank system is a heavily modified Underwood-style rank system, devised by Admiral Joshua Underwood in 2390. This rank system was presented to then-Emperor Chang of the Klingon Empire by the Reydovan Imperial government on February 17, 2391, following the death of Emperor Toval in a dishonorable barfight. The Empire began to deteriorate from then on; in late September, the Klingon Homeworld of Qo'noS was thalaron-bombed by the Obsidian Axis during what is now known as the Triad Wars (the wars with the Reydovan Empire, the Strogg and the Obsidian Axis) in 2390-2391. But the horrifying part came from within; the Klingon High Council, too decadent and corrupt for their own good, began to expand their power and were planning on dethroning Chang and placing one of Toval's supporters in the Klingon Emperor's seat. Requiring action, Chang contacted the Reydovan government to help him make a change. The Imperial response was swift: Emperor Kiran Joshmaul I himself, along with his Chancellor, Jeremiah Neill, landed on Qo'noS with a small force of elite Klingon and Reydovan soldiers, and overthrew the High Council. Over the next week, Joshmaul and Chang worked to disband the Imperial Klingon government and place a new one, a democracy, in its stead. (This is an interesting irony, considering Joshmaul himself ruled with an iron fist over his own Empire.)

Thus, the Klingon Republic was established on October 1, 2391, to replace the corrupt Imperial system on the verge of collapse. Chang was elected its first President, and a new High Council of more people-oriented Klingon representatives was convened one month later. The old High Council was either executed or sent to the infamous penal colony of Rura Penthe, being expanded to hold all Union prisoners, for the Klingon people feel that an enemy of the warriors of Qo'noS is an enemy of the Union that Chang has tried to preserve, along with Emperor Joshmaul and Federation President Jaana Lasko. In the wake of the drastic change, the new Klingon government worked with the Reydovan Empire to rebuild Qo'noS' shattered environment, for the Klingon Homeworld had been placed in a virtual ice age from the single thalaron attack. That cleanup work will probably continue into the beginning of the next century.

The Klingon rank system has not changed too drastically since the ascendancy of democracy in the Klingon sphere of influence. The Chancellor remains a leader in Klingon politics, but the President is the head of state. This system was used in Germany and Austria following Earth's Second World War, with a President as head of state, and the Chancellor as the head of government (in this case, head of the new High Council).
