CENTRE FOR ENVIRONMENT PROTECTION (CEP)

  1. Useful information dissemination has been undertaken by C.E.P. as much as possible. For disseminating information, C.E.P. is also using various medias such as local newspapers, All India Radio (AIR), Doordarshan, etc., to reach every nook and corner of the State. C.E.P. has accomplished so many things with small budget. A bimonthly newsletter entitled 'ENVIRONIKS' has been published by C.E.P. and is distributed free of cost, and the cost of production is met by way of donation/contribution from C.E.P. members/environmental activists and well-wishers. In addition, ENVIRONIKS is the first and only newsletter being distributed free of cost by NGO in Mizoram State.
  2. For the sound environmental conservation, C.E.P. had already submitted a memorandum to the then Hon'ble Shri Suresh Prabhu, Union Minister of Environment & Forests on 26.6.'99. And on 10.8.'99 C.E.P. also submitted a memorandum to the Hon'ble Chief Minister of Mizoram, Mr. Zoramthanga. C.E.P. again submitted a 17-points recommendations on 24.11.'99 to the Chief Secretary, Government of Mizoram to be included in the Programme of Govt. of Mizoram to ensure environmental sustainability.
  3. C.E.P. successfully organised a seminar on 'Better Environment for the New Millennium' on 27th & 28th October, 1999 at Aijal Club, Aizawl in which 14 experts and 7 NGOs participated. The first day (day one) of the seminar was inaugurated by Mr. Rualchhina, Hon'ble Minister of Environment & Forests, and the second day (day two) was inaugurated by Mr. Lalhmingthanga, the then Hon'ble Deputy Chief Minister of Mizoram State.
  4. As requested vehemently by C.E.P., the Government of Mizoram has now constituted an appropriate authority to enforce the Bio-Medical Waste (Management and Handling) Rules, 1998 and a notification has also been issued on 3rd February, 2000 in this regard.
  5. A programme called Biodiversity Survey Cum Awareness Campaign is being undertaken by CEP in which Animal Trophy Census & Encroachment Monitoring have also been undertaken in villages that occurred in and around wildlife protected areas in Mizoram. This ongoing programme shall be finished within 2000 AD.
  6. CEP has recently set up Consultancy Cell to take up environmental impact assessment (EIA), environmental impact statement, environmental audit, etc. for any projects.
  7. CEP, Environment & Forests Deptt., and Mizoram Journalists' Association (MJA) have jointly organised a programme for the celebration of the World Environment Day 2000 on 5th June, 2000 at Aijal Club, Aizawl.
  8. CEP has successfully organised a seminar on Biodiversity Conservation on 5th July, 2000 at Aijal Club.
  9. CEP has conducted ambient air quality monitoring in respect of noise within Aizawl city between 20.6.2000 to 27.6.2000 in which the research findings have already been submitted to the Government of Mizoram for further action. This research is the first of its kind in Mizoram.
  10. CEP submitted a 15-points recommendation to the Hon'ble Chief Minister of Mizoram on 3rd August, 2000 at his Office Chamber.
  11. MEETING REPORT :- Chief Engineer, Power & Electricity Department, Government of Mizoram convened a meeting for initiating good relation and coordination between officers of Power & Electricity Department and Centre for Environment Protection (CEP)on 31.8.2000. The meeting started with introduction and Chief Engineer (Power) briefly mentioned the purpose of the meeting. Discussions were made on hydel and thermal projects, clearances required, rapid and comprehensive EIA, etc. Mr. A.C. Zonunmawia, Coordinator & Chairman, CEP, briefed the meeting regarding their organisation set up. He stated that they have recently set up consultancy cell which will be capable of preparing Environmental Impact Assessment (EIA) for various projects at a lower cost than other consultants. They can also pursue whatever clearances with the concerned departments and carry our environmental audit also. In the discussion that followed, several cases such as requirement of specialised personnels, registration, instruments, etc. were brought out. It was decided that Chief Engineer (Power) will provide one copy each of DPR of Bairabi HEP and Kolodyne - I HEP for thorough study and expert comments. It was also decided that another joint meeting will be conducted alongwith Central Water Commission (CWC) officials as CWC is entrusted for including EIA in the DPR of Tuivawl, Tuirini and Kolodyne - II Power Projects. CWC may be requested to utilize the services of Centre for Environment Protection (CEP) in the above EIA preparation.
    Centre for Environment Protection (CEP) has been designated as Nodal Agency in Mizoram by Government of Mizoram for National Biodiversity Strategy Action Plan (NBSAP). CEP has already constituted a Committee on Strategy and Action Plan (SAP) for Mizoram State.
  12. C.E.P. is also acting as pressure group to force action where political and administrative systems are inactive or ineffective towards environmental management, in which functionaries and opinion leaders are also requested to make proper planning to ensure environmental sustainability from time to time.
