It was formed in response to Carter County's dire need for an organization to handle animal:

Our members
We have no paid staff or employees and receive no funding from any federal, state, or local entities, at this time. We operate solely on private donations and services from the public and local businesses, as well as the time that our dedicated volunteers provide. Without them, we would not be able to continue our work. Our goal is not to be looked upon as an organization that steps into someone's private affairs, nor do we feel that we are above any child or social issue. We are here solely for one purpose, the welfare of all animals in Carter County.
The purpose of ECCAR is the prevention of cruelty to animals, the relief of suffering among animals, and the extension of humane education towards animals. It is the policy of the society to provide humane care and treatment for all animals needing protection in Carter County and to try to seek to return lost animals to their owners. We seek suitable homes for animals that we have taken due to cruelties or neglectful situations or to provide euthanasia, if necessary. Regarding the care and disposition of animals, the Elizabethton/Carter County Animal Rescue shall maintain the minimum standards prescribed by The Humane Society of the United States.
If you are interested in helping, we are in need of donations of dog food, bedding, doghouses, and building supplies. If you would like to volunteer, we are always looking for dedicated individuals to participate as members in our activities. We also accept monetary donations for our operation expenses.
