educational crossroads by mandating tests without any
backbone. At a time when such programs such as
athletics are being overfunded compared to basic
educational program requirements, WE MUST
AFFIRM legislation 30, a bill requiring states to provide

Introduction: Now that it is clear the United States faces a lengthy military occupation of
Iraq, requiring perhaps 150,000 troops for the foreseeable future, it is possible to begin
calculating how the war may damage the U.S. armed forces. Since the United States
cannot expect much additional help from other countries or from the fledgling Iraqi
security forces, the burdens of occupation will start to strain severely the army's capacity
to deploy trained and rested combat forces worldwide in a matter of months. Truly, we
cannot pass item 48 because we are overstretched and further overstretching would
cause severe problems including the loss of United States volunteer army, loss of foreign
policy, and less preparedness.

Conclusion: Due to the facts that the United States would incur the loss of United States
volunteer army, loss of foreign policy, and less preparedness, we must deny Bill 48.
There is a reason why in airplanes they say put on your oxygen mask before you can
help another person. Right now our military needs the oxygen but regardless of the
current crisis when the time is right we will be their to help our fellow man.

Foreign Countries to the United States of America
"Free Market" A word that resonated in millions of Americans when the United States
was founded. However, "The phrase "free market" does not exist in the vocabulary of

It is time to once again establish this bright line of a free market and pass legislation 61:
A Resolution to legalize the Import of Prescription Drugs from Foreign Countries to the
U.S. of A. for 3 main reasons.

Whereas, economic and trade sanctions are currently employed by the United
States as a non-military means of exerting pressure on other nations, and
Whereas, the economically devastating effects of such sanctions fail in
distinguishing between the government of a nation and its citizens, and
Whereas, the humanitarian effects resulting from such a failure take a heavy toll
on the civilian population, and
Whereas, the resulting atmosphere of desolation and despair in countries under
sanctions only gives strength to the false promises of dictators, and
Whereas, sanctions have failed to topple dictators or improve conditions in
Afghanistan, Iraq, Libya, Cuba, and many other countries, therefore

ITEM 45- A RESOLUTION TO ABANDON ECONOMIC SANCTIONS AS A
FORIEGN POLICY
In the late 1990's, Sec. of State Madeline Albright stated "I think this is a very hard
choice, but the price--we think the price is worth it" when asked by Leslie Stall of 60
Minutes, "We have heard that a half million children have died. I mean, that's more
children than died in Hiroshima. And, you know, is the price worth it?" Leslie Stall was
referring to the sanctions that had caused thousands of Iraqis to go without medicine and
evetually death. My fellow representatives, it is time to revoke this savage mindset, we
the United States have used through the employment of sanctions. We MUST REJECT
ECONOMIC SANCTIONS AS A FORIGN POLICY DUE TO 3 MAIN
REASONS:
1) It exentuates a bad perception of the U.S. worldwide
2) It punishes the wrong people for the atrocities of a dictator or leader
3) It is simply ineffective , even increasing a dictator's power

moral degredation taking place through placing sanctions. It is not our place to pass

everyone? Our previous representative seems to have the idea crime will be easily
solved through this simple procedure. However what they fail to realize is the

#20 Affirming the Resolution (1 minute and 40 seconds)
Currently, in the NBA, Latrell Sprewell is wanting a contract extension. The AP 2004
continues to state that He is asking for a three year extension worth over 30 million
dollars. The team has offered him 3 years and 21 million dollars, so as to stay
competitive, even though it may hurt the Minnesota Timberwolves in the long run. When
the team offered him this, Mr. Sprewell was quoted as saying "no" and then later, "Man,
I gotta feed my family." This type of negotiation by athletes that force the city and team
to overpay are far to often and common place in the current sports realm. Many teams
such as the formerly Montreal Expos could not compensate through ticket and revenue
sales due to increasing salaries coupled with decreasing interest due to today’s
greed-filled athlete. Not only do these athletes make millions of dollars through salary,
they derive massive amounts of income form commercial endorsements to increase
already large salaries. In order to stop this cycle of the greedy athlete stiffiling the public
and a sports teams ability to be competitive, we must affirm the resolution regarding
athlete’s salaries. We should create a salary cap not to exceed a million per year and all
income earned from commercial endorsements shall be exempt so as to change the face
of sports that is currently happening.

America was based on a system of Liaise Faire economics. Economics teaches the
market is run through a supply and demand network where the supplier and the laborer
are paid proportionally to industry standards. Yet, Item 20, wants to discount the
athlete’s right to make a proportional amount of money delegated towards him. In no
other industry is the amount of money a person makes accounted against him or her on
the basis that it is unfair for the employee. Thus, sports teams should abide by these
basic rules and practice fiscal responsabity just like its prototypical industries throughout
this great nation that is America. Vote no to Item 20 on the grounds that we have no
right to limit a person’s potential, for America is the land of opportunities.

Aff: Sanctions against Syria
The United States has been a progressive leader on the issue of spreading democracy
for all nations. Above all, the U.S. has been a stanch supporter in a nation’s right for
sovereignty. Unfortunately, Lebanese freedom is being taken away due to the actions of
Syria. Not only is Syria encroaching on Lebanon with their military force, they have
occupied the region and even question Lebanon’s political independence. This act is a
direct violation of UN Security Council Resolution 520. Also, Syria’s loose
governmental policies have became a spawning ground to recruit new terrorists into
groups such as Hezbollah, Hamas, and the Popular Front for the Liberation of Palestine.
These terrorists have the capability to attack neighboring Lebanon and Israel. Syria is
also actively pursing the development and production of biological and chemical
weapons. The UN Security Council Resolution 1313 mandates that no nation can
participate in terrorist activity or support in any shape or form, but unfortunately Syria
fails on this resolution also. In order to send a strong message to Syria that sovereignty
of Lebanon is important, terror is unacceptable, and pursuit of these weapons should be
stopped we must affirm item 22 that economic sanctions be put on Syria. These
sanctions would pressure on the Syrian Economics as well as allow our allies in the EU
to follow suit and pressure Syria on their current stances we oppose.
Negative:
The action resolution 22 presents are sanctions against Syria in order to stop these
injustices. What we as senators should ask ourselves are the following questions: Will
putting Economic sanctions hurt the Syrian Economy or the American economy. Will the
Current Syrian course against Lebanon be stopped by this legislation? and finally, will
the number of terrorists increase or decrease with this proposed legislation?
The answer to question 1 regarding the sufferer of the sanctions are clear. As the Daily
Star 2004 states These proposed sanctions would only further weaken the American
economy. Syria and America do not have strong trade, but America does have many
companies that have invested over $750 million in Syria. Also, imposing these sanctions
would create resentment whereas American companies would not be able to win
contracts in this oil rich land
Also, this legislation will do nothing to stop Syria’s course of action against Lebanon
because it only imposes sanctions. Furthermore, this legislation states further action
would be taken within findings, but never clarifies if "further action" means military
intervention, the only way to rid Syria from encroaching Lebanon.
Finally, the number of terrorists would only increase due to this legislation. The Daily
Star 2004 reports that the Syrian regime of BAshar Assad would use this U.S. policy in
the region to create and reinforce
Ant-American feeling. This feeling would make it easier for terror groups to attracts
subjects to their group in order to attack America and her allies.
