Terms of Reference



Chief of Staff

Is responsible for the entire operation of the United States Army and all personnel assigned within the United States Army. The Chief of Staff is the highest in the chain of command, and is in command of all units subordinate to the United States Army.

As the Chief of Staff, he/she is responsible for creating and maintaining policy, and must oversee all departments of the Army. Many subordinate personnel are required to submit reports to the Chief of Staff on a regular basis and it is his/her responsibility to review these reports and ensure the Army is running efficiently.

Without the Chief of Staff, the Army can in no way properly function, as such for no period can the Chief of Staff go on leave without appointing a subordinate to take on his/her duties for the duration of his/her absense.


Vice Chief of Staff

Is responsible to ensure all the vital information is passed on to the Chief of Staff in a condensed version. Due to the large span of duties that are required as Chief of Staff only information that is absolutely necessary for him/her to act upon must be passed on to him/her. To ensure this the Vice Chief of Staff acts as that filter so as to only concern the Chief of Staff with important information.

All the Deputy Chiefs for the different sections of the Army work directly for the Vice Chief of Staff, as do some outside personnel such as Corps Commanders, and specific department heads such as the Judge Advocate General. All of these personnel report to the Vice Chief of Staff, from which it is the duty of the VCofS to take each sections important information and make one singular report for the eyes of the chief of staff.

In addition to acting as a filter for the Chief of Staff, the Vice Chief of Staff is essentially in charge of all Officer Personnel in the Army. As such he/she is the last in the chain of command with regard to Officer comments/complaints/suggestions and generally responsible for the officer's morale and better interests.


Deputy Chief of Staff, Operations

Is responsible for all On-going operations within the United States Army and is the mission planner when it comes to creating large scale missions which directs the Role Playing Game. While all Deputy Chiefs work subordinate to the Vice Chief of Staff, the Deputy Chief of Staff for Operations is recognized as the senior position. In absense of the Vice Chief of Staff, the Deputy Chief of Staff for Operations assumes the duties of Vice Chief of Staff.

The Deputy Chief of Staff, Operations is required to submit a complete mission plan and Operations Order for said plan on a bi-weekly basis. Also DCSOPS is responsible for the updating of DEFCON levels.

The Deputy Chief of Staff, Operations reports to the Vice Chief of Staff.


Deputy Chief of Staff, Training & Doctorine

is responsible for the overall training of the entire United States Army. As such it is his/her responsibility to ensure all instructors are efficient and competant in their duties, that all information is up to date and according to policy and that all training occurs on schedule and in a timely fashion.

The Deputy Chief of Staff, Training & Doctorine reports to the Vice Chief of Defense Staff.


Deputy Chief of Staff, Personnel

is responsible for all the personnel issues within the Army. The welfare of all personnel, personnel files, pay charts, assignments, and promotions are all the responsibility of the Deputy Chief of Staff for Personnel.

All promotions above the rank of Colonel must be approved by the Deputy Chief of Staff, Personnel and the Chief of Staff, United States Army.

DCSPERS is responsible for the update of the Rank Structure, Create and Maintain Personnel Files and rank tests, and monitor and review position applications.

The Deputy Chief of Staff, Personnel reports to the Vice Chief of Staff.


Deputy Chief of Staff, Intelligence

Is responsible for all Intelligence gathering and classified information within the United States Army. It is the decision of DCSINT as to what information recieves what classification. No lower command has the authority to place security classifications on any information.

The Deputy Chief of Staff Intelligence co-ordinates all intelligence planning, and is the Director of Army Intelligence.

The Deputy Chief of Staff, Intelligence reports to the Vice Chief of Staff.


Sergeant Major of the Army

is responsible for all Enlisted Personnel within the United States Army, and is a link between enlisted personnel and the Chief of Staff, US Army. The Sergeant Major of the Army must also approve all enlisted promotions above the rank of First Sergeant.

The Sergeant Major of the Army reports to the Chief of Staff, US Army.


Judge Advocate General

is responsible to maintain Justice within the United States Army and enforce regulations within the Uniform Code of Military Justice. The Judge Advocate General acts primarily as a Judge in military trials, however is also responsible for investigations and for all revisions to the Uniform Code of Military Justice (which must also be approved by the Chief of Staff). The Judge Advocate General reports to the Vice Chief of Staff.


Criminal Investigation Division (CID) Director

Is responsible for the Criminal Investigation Division, and thus all criminal investigations within the United States Army. The CID Director reports to the Judge Advocate General.


Public Information Officer

is responsible for the advertising of the United States Army RPG as well as updating the Public Relations Page on a weekly basis.

The Public Information Officer reports to the Vice Chief of Staff.


Corps Commander

Responsible for I Corps and all the personnel assigned to the corps. The Corps Commander is the overall commander of the corps, as well as the link from the Corps to higher commands. The Corps commander reports directly to the Vice Chief of Staff.

The Corps commander must confer with the Vice Chief of Staff on a weekly basis.


Deputy Corps Commander

Responsible to the Corps Commander for the overall operation of the Corps. The Deputy Corps Commander is the link between all the units and departments and the Corps Commander.

He/she is responsible to confer with the Corps Commander on a weekly basis and must submit a monthly report summing up the activity from all aspects of the corps.

Areas that must be covered in the report are as follows:

G1, G2, G3, G4 Brief Overview of activities
TO&E Violations & Those eligible for promotion
List of Casualities for the month
Update of corps moral (based on the number and content of letters)
Ammunition Requirements (for approval)
ANY Important Radio Traffic from the month
ANY requests to view radio traffic made during the month
Number of personnel who were assigned to and who left the Corps
Monthly Corps Budget Report
Brief Status report from Each Division (101st, 1st Armoured, 8th AAF)


Corps Chief of Staff

Is responsible for the personnel assigned to I Corps. As such the Chief of Staff must submit a bi-weekly report to the Corps Commander which should include the following:

Promotion Requests
Requests for Reduction in Rank
Requests for Administrative Action
Requests for Change of Position
Requests for Transfer
Report on any personnel being investigated by JAG or CID
Report including any promotions, demotions, transfers or changes in position made at a higher or lower level of command.
Number of Active and In-active Personnel


Corps Artillery Officer

Is responsible for all artillery, planning, Ordnance, and ground and anti-air defense. As such the Artillery Officer is required to submit a monthly report to the Corps Commander including the following information:

Requests for any new equipment
Requests for additional ordnance (beyond replacements)
Outlines of all ops plans

The Artillery Officer is the last person to review Ops Plans due to the complexity of the artillery support that is required in all missions. So it is the duty of the Artillery Officer to take all ops plans from G3 (Operations) and add the necessary support and defense aspects before submitting these plans to the Corps Commander.

It is also the Artillery Officers discretion whether Ops Plans are submitted to the Corps Commander (who has to approve all missions) due to the necessity of troop support. IE: If there isn't enough artillery support to make a mission work or logistics are not going to be able to supply the mission, the Artillery Officer can reject the Ops Plan before it is submitted to the Corps Commander.


G1 (Personnel Officer)

Update Personnel Files Directory and ensure all files include all the correct information.

Submit a monthly report to the Chief of Staff including the following:

Names of personnel who have left the corps
names of personnel who have joined the corps
Names of personnel who were promoted (include ranks)
Names of personnel who were demoted (include ranks)
Names of personnel who were awarded medals/qualifications (include medal/qual)
Names of personnel who completed courses (include course)
Number of personnel Missing in Action
Number of Personnel Killed in Action
Number of Prisoners of War that we are currently holding
Number of our soldiers who are known to be prisoners of war
List any unit awards given out over the month
Mention any changes in positions (including who and what positions)


G2 (Intelligence Officer)

Submit a weekly report to the Corps Commander including ideas for enemy activity. Post the ideas that are approved in their respective sections.

G2 will have 2 areas to post in. One being the public Intelligence Updates, and the other being the Classified Intelligence Updates.

Classified Intelligence updates will be password protected. Only those authorized by the Corps Commander will be given clearance.


G3 (Operations Officer)

Post a combat situation report on a bi-weekly basis. This report will include the following information:

Ammount of personnel active in each unit
Names of in-active personnel (those who haven't posted in those 2 weeks)
List of Promotions, Awards, Qualifications and Courses completed (and by whom) during the 2 weeks
List all position changes that have occured
list any demotions
Include a brief (one paragraph) status report from each Division
Commander which should include any important information about their division's situation that has occured over the last 2 weeks
List names of operations that have been carried out during the 2 weeks (include Failed or Completed)
List names of operations currently in progress
Provide a one paragraph status report on any operations in progress


G4 (Supply Officer)

Update the Unit Equipment report on a regular basis. Units will only be able to use equipment that is issued to their unit on the report and must send the G4 a request for any additional equipment or weapons they would like to simm with. These items will be added as needed on the Unit Equipment report which will be reviewed by the Corps Commmander on a regular basis.

Once the Corps Commander informs G4 that the equipment is authorized for issue, they will update the list issuing the equipment to the unit.

Only Division Commanders may request that equipment be issued.


Adjutant General

will ensure that the unit is within the Table of Organization and Equipment for I Corps. Should I Corps exceed the alloted number of ranks the Adjutant General is required to inform the Corps Commander immediately.

Also the Adjutant General is required to submit a report on a monthly basis listing all personnel who are entitled to a promotion based on their position. This does not mean that they will be promoted, it is only to inform the Corps Commander of who can be promoted. This list will be used to compare to recommendations to ensure that people are not promoted above the rank authorized under the TO&E.

The Adjutant General reports to the Deputy Corps Commander.


Medical Officer

Is responsible to update the Casuality Report on a regular basis. Personnel who are killed in action should be added to the report no later than a week following the incident.

The Medical Officer reports to the Corps Commander directly, and outranks the Corps Commander in medical health issues ONLY!


Provost Marshall

Is responsible to post all "letters" home from the troops. All characters within I Corps are allowed to write letters home, of which will be emailed to the Provost Marshall and posted within 7 days of being emailed to the Provost Marshall. The letters will be organized by months. As each month passes that months letters will be archived, however links should still be available to read archived letters.

The Provost Marshall reports to the Deputy Corps Commander.


Ordnance Officer

is responsible to update the Ordnance Requirements Report. This information will be gathered from each Division and will list how much of each of the following each division needs:

5.56mm Ammunition
9mm Ammunition
Mortars
Fragmentation Grenades
Phosphorus Grenades
Anti-Tank Ammunition (Infantry)
HEAT Tank Rounds
Sabo Tank Rounds
(list to be expanded)

The Ordnance Officer reports to the Deputy Corps Commander.


Signals Officer

is responsible to update the Record of Communications which includes all radio traffic along with dates that the traffic occured. This information is kept recorded in case of CID and/or JAG investigations. Signals is also required to submit a monthly report to the Corps Commander which will include the following:

Statement that all radio traffic for the month has been recorded A list of personnel requesting access to radio traffic and dates The months radio traffic records

The Signals Officer reports to the Deputy Corps Commander.

NOTE: Radio Traffic is not published directly on the website however records may be requested and the Signal Officer is authorized to release specific requests ie. from CID/JAG/Divisions etc.


Transport Officer

Is responsible to update the Movements Report which will include the movement of any units or personnel from one duty station to another.

The Transport Officer reports to the Deputy Corps Commander.


Finance Officer

Is responsible to update the Corps Budget Report which will include the ammount I Corps spent over each month.

This will be calculated by combining the cost of the following:

Equipment Issuance
Transportation Costs
Cost of Ordnance
Pay of Personnel
Medical Treatment costs

The Finance Officer reports to the Deputy Corps Commander


Special Services Officer

is responsible for Covert Operations. He/she operate within I Corps as a Class II Operation of DCSOPS.

No further information is available regarding the duties of this officer.


Division Commander

Is responsible for the overall operation of their division and all personnel assigned to the division. They are also the link between the Division and Corps Levels of command.

The Division Commander is responsible to submit a bi-weekly report to the Deputy Corps Commander as well as the following:

Submit any requests to their appropriate department within the General and Special Staff. IE: any personnel requests (for example promotion) to G1 (Personnel)

Submit a weekly casualties report to the Department of Medicine
Submit a weekly report of new personnel assigned to the Division
Submit a bi-weekly intelligence report to G2
Submit a weekly combat situation update to G3
Submit any noticed violations of the TO&E to the Adjutant General


Regiment Commander

is responsible for all units assigned within his/her regiment. They are a link between smaller battalion and company size units and the Division level of command.

The Regiment Commander is responsible to gather information from each of his subordinate commanders and submit a bi-weekly report to Division regarding the overall operation and status of the regiment. This report is to include the following:

Any recommended promotions
Any personnel under investigation (JAG/CID)
Requests for Reduction in Rank
Requests for Administrative Action
Requests for Change of Position
Requests for Transfer
Brief Operation Status Report
Any Regiment or lower level Administrative Action taken

The Regiment Commander must also submit the following information as he/she recieves it:

New Personnel assigned to the regiment
Casualties
Changes in ongoing operations


Regiment Sergeant Major

Is the link between the enlisted personnel and higher levels of command. The Regiment Sergeant Major reports to the Regiment Commander and the Corps Command Sergeant Major.


Battalion Commander

Is responsible for the personnel under his/her command as well as the smooth operation of the unit as a whole. The Battalion Commander is the link between the soldiers and higher levels of command.

The Battalion Commander is responsible to submit any of the following as they occur to the next in his/her chain of command:

Any recommended promotions
New personnel assigned to the unit
Any personnel under investigation (JAG/CID)
Requests for Reduction in Rank
Requests for Administrative Action
Requests for Change of Position
Requests for Transfer
Any Battalion Level Administrative Action taken
Changes in Undergoing Operations

The Battalion Commander is also responsible to submit a monthly report to the next in his/her chain of command regarding the overall status of the battalion, including an overview of the events during that month.


Battalion Executive Officer

is the link between the officers and the Commanding Officer. The XO must ensure that discipline is maintained within the battalion. The Executive Officer reports to the Commanding Officer.

The XO must submit a monthly report that includes the following information:

Complaints/Suggestions/Comments from Officers (including XO)
Problems with any personnel
Recommendations for promotions from Officers (including XO)
Recommendations for position changes from Officers (including XO)
Brief Statement on Morale and Espirit De Corps within the unit


Battalion First Sergeant

is the link between the Enlisted Personnel and the Commanding Officer. The 1stSgt must ensure that discipline is maintained within the battalion.

The Battalion First Sergeant must submit a monthly report that includes the following information to the Commanding Officer and the Regiment Sergeant Major (if not within a regiment directly to the Command Sergeant Major of I Corps):

Complaints/Suggestions/Comments from NCOs (including Bn1stSgt)
Problems with any personnel
Recommendations for promotions from NCOs (including Bn1stSgt)
Recommendations for position changes from Officers (including Bn1stSgt)
Brief Statement on Morale and Espirit De Corps within the unit


Company Commander

Is the individual unit commander directly involved with the men and women under his/her charge. The Company Commander reports to the Executive Officer.

The Company Commander is responsible to speak with the XO on a bi-weekly basis. Requests of any kind are to be passed through the Executive Officer.


Company Sergeant

is the ranking NCO within an individual unit. The Company Sergeant reports to the Company Commander and the Battalion First Sergeant.
