The Estates-General is the Imperial Parliament of the Empire of the Madlandians. Legislative power is exercised by the Estates-General. The Members of Estates-General, known as Deputies, will debate the merits of legislation introduced by the Government or from within, voting on each bill introduced. The bill must be approved in the First and Second Estates (Upper Chamber) and in the Third Estate (Lower Chamber). Should a piece of legislation be passed by all the Estates, it must then go to the Palace where the Emperor will either grant or refuse his Imperial assent to the legislation. If the Emperor grants his assent, the bill becomes law. If he refuses assent, it may be presented to the Estates-General again who can override the Emperor's refusal with a two-thirds majority. Should a bill passed by the Estates not receive any response from the Emperor, it becomes law within fifteen days of being sent to the Palace. This measure is to ensure that the Estates-General is not brought to a halt in the event of Royal dereliction of duty.
