Fight For Gopeding Rights WIN GOPED RIGHTS

The Department of Motor Vehicles (DMV) of NY state has classified electric and gas motor scooters as a motor vehicle yet they cannot be registered as one. States as California and Florida have dealt the issue with certain regulations, listed below.I have tried to deal with DMV but it was no use so I'm starting a petition.

*A driver license is not required.
No insurance, registration or license plates are required.
*Operator must wear an approved bicycle helmet if under the age of 18.
*Driving Under the Influence of alcohol (DUI) is applicable on these scooters.
*Shall not operate on a highway with a speed limit of 25 miles per hour or more, unless it is operated in a bike lane.
*Must walk scooters in crosswalk when intending to move left across an intersection.
*Must use bike lane when one is available.
Shall not be operated on sidewalk, unless to enter or leave adjacent property.
*Operator is subject to all provisions applicable to driver of a vehicle (you must follow all the rules of the road).
*Shall not have passengers.
*Equipment requirements during darkness: Must have a white headlight visible from 300 feet both to the front and the sides. Must have a red reflector on the rear of the device visible from 500 feet. Must have a white or yellow reflector on each side visible from the front and rear of the device from 200 feet. A white lamp must be attached to the operator and visible from 300 feet in front and to both sides of the scooter.
*Must have an engine/motor kill switch that activates when released or when the brakes are applied.
