"Drain Life Cell" refers to Cell's ability to absorb people. He can stab a part of someone's body with the needle like tip of his tail and proceed to drain them of all their bodily fluids, eventually draining the entire person into himself. He can also open up the end of his tail and use it to envelop people. He uses this kind of ability to absorb #17 and #18 into his body and become complete.
