The Bukujutsu technique was developed by the Crane School, taught by Tsuru Sen'nin. It allows the user to hover by taking their ki and placing it between the ground and their own body. Advanced use of this technique even allows for the user to fly and maneuver around at high speeds. This technique is common among many species in the Universe, including Saiyajin, Namekians, and many various species working under Freeza's empire. It seems any being with control over their ki should be capable of using the Bukujutsu technique.
