Minority Rights
I don't know whether this would by in the By Laws, or if this would be in the Assembly Rules written by the State Board of Directors.

Let's say there was 9 people in a precinct. They voted 6-3 to do one project, let's say plant 1,000 trees.

What could the 3 Assemblymen/women who lost do?

I propose that there be a rule allowing maybe 2 or more voting Assembly members to do 1-2 projects a year, if they contribute/donate to a subaccount to fund that project for a calendar year. Let's say these 3 people wanted to grow chile peppers and give them away to a charity. They would simply ask the Assembly (or a State Committee) to certify their Minority Resolution, the Precinct Treasurer would set up another account for them, and these 3 people could run 1 or 2 projects for that year.

Talk about Ultra Democratic! Even people who lost, and their resolution "failed" would be able to do their UDO project, under the Assembly Rules.

I bet some of those minority projects will be more spectacular than those passed by the majority of Assembly members!
