These are special OCCs that you cannot just make the CS type and let it be the same. Pretty much all other OCCs, Juicers, Crazies, magic practitioners, are made normally except all AP citizens automatically get:

Literacy and speech:American 98%
Literacy and speech:1 more language of choice(+15)
Speech: 1 more language of choice(+10)
Pilot: One of choice(usually automobile or motorcycle)(+10)
