Another figure I wasn't really planning on doing till figures became a dollar, this is a variation few people, if any, have done. While Palpatine is in the senate he wears a gray robe over his other clothing. I took a Ben Kenobi cape and cut it to size, then glued it to him and painted the cloak, and sides of Palpatine's exposed robe gray.
UPDATED - Thanks to my own reference pic, I saw that his overobe thingy isn't grey after all, so I multicolored it blue and green.
