Seems Palpy was routing through Valorum's closet after he got him outsed. The only difference is what I call the "Naboo collar" which came along with Palpy's head. For the pattern, which is different in every panel, I chose my favorite of the bunch. I also made his hair totally white, since this is halfway between Phantom and Clones
