Blue minerals? What caused the curious reliefs in the mud clods?

Below is from the SOL381 image from Spirit Feb. 3, 2005. Please note that landscape is covered with blue minerals and clumps of mud with strange reliefs. Note: Filters 3, 5 & 6 were used for this image.
