SUBLETTE COUNTY CHILDCARE COALITION STRATEGIC PLAN 2006-2010
Mission Statement:
“To promote and support quality and affordable child care for all children in Sublette County.”
Goals:
Objectives:
A. Support an After-School program for all children in Pinedale and Big Piney/Marbleton, grades K-5, which provides a quality, enriching childcare experience and alleviates overcrowding at existing daycare facilities.
Tasks:
i. Coordinate and communicate with the Pinedale School Districts to gain cooperation and facilities for an After-School Program by June 2006. (COMPLETE)
ii. Coordinate and communicate with the Big Piney/Marbleton School District to gain cooperation and facilities for an After-School Program by April 2007. (COMPLETE)
iii. Secure funding for the “Pinedale After-School Program (PASE)” for Pinedale by July 2006. (COMPLETE)
iv. Secure funding for the “Big Piney/Marbleton After-School Program” for Big Piney/Marbleton by July 2007.
v. Write Job Description for an After-School Program Director position and provide general framework (general curriculum, fee structure, etc.) for the program by July 2007. (COMPLETE)
vi. Hire an After-School Program Director to coordinate, hire staff, collect fees, develop curriculum, and other duties associated with implementing the After-School Program by August 2007. (COMPLETE)
vii. Support an After-School Program Director to assure a quality, enriching environment for the participating children on a month-by-month basis. (COMPLETE)
viii. Seek partnerships and other entities/facilities to provide continuing after-school programs and summer programs for school-age children, with emphasis on K-5 age group by June 2008.
B. Provide technical and financial assistance to license new Infant/Toddler child care providers throughout Sublette County.
Tasks:
i. Secure grant funding to cover costs of training, physical home modifications, and equipment necessary to meet licensing requirements by August 2006. (COMPLETE)
ii. Develop application and ranking procedures to distribute grant funds equitably among applicants by October 2006.
iii. Advertise program to fund the “New Childcare Provider Program” by November 2006. (COMPLETE)
iv. Review and approve funding applications, and develop contractual agreements with the funded applicants by December 2006 and quarterly thereafter. (COMPLETE)
v. Assure fiscal responsibility for all grant money expenditures on a monthly basis. (COMPLETE/CONTINUING)
vi. Assess program success, and secure additional funds for following years by July of each year.
vii. Provide mentoring and guidance to new childcare providers as requested.
C. Assess and respond to the ongoing supply and demand for childcare providers for ages 2 and under, the need for “After-School”, “Before-School”, and “Summer School” programs for all children, grades K-12, and the need for additional support and infrastructure needs for pre-schools in Sublette County.
Tasks:
i. Gather public input from a series of “town hall” meetings held throughout the county by April 2008.
ii. Incorporate public input into strategic plans, and develop and strategies to address identified needs by May 2008.
iii. Implement strategies according to the priorities and needs identified as opportunities, funds, and time allow.
2. Provide information, education, and support to existing, licensed childcare providers to encourage a high quality and a sufficient quantity of childcare in Sublette County.
Objectives:
A. Provide technical and financial assistance to expand existing licensed daycares caring for infants and toddlers ages 2 and under.
Tasks:
i. Identify existing expansion potential and needs and the financial need by December 2008.
ii. Secure funding to provide grants for expansion projects by July 2009.
iii. Develop application and ranking procedures to distribute grant funds equitably among applicants by October 2009.
iv. Advertise “Childcare Expansion Program” by November 2009.
v. Review and approve funding applications, and develop contractual agreements with the funded applicants by December 2009.
vi. Assure fiscal responsibility for all grant money expenditures on a monthly basis.
vii. Assess program success, and secure additional funds for following years by July of each year.
B. Provide financial incentives, or “stipends”, for existing licensed childcare providers to care for infant/toddlers by providing grants offset the extra costs of caring for this age group and allow for higher quality care.
Tasks:
i. Secure funding to provide grants, or stipends, of $3,000 for each child under the age of two that is provided care for a 12 month period by August 2006. (COMPLETE)
ii. Develop application and ranking procedures to distribute grant funds equitably among applicants by October 2006. (COMPLETE)
iii. Advertise “Infant/Toddler Stipend Program” by November 2006. (COMPLETE)
iv. Review and approve funding applications, and develop contractual agreements with the funded applicants by December 2006 and quarterly thereafter. (COMPLETE)
v. Assure fiscal responsibility for all grant money expenditures on a monthly basis. (COMPLETE/CONTINUING)
vi. Assess program success, and secure additional funds for following years by July of each year.
C. Provide opportunities for all childcare providers to receive training and “continuing education” to assure high quality childcare in Sublette County.
Tasks:
i. Secure funding to provide reimbursement to licensed childcare providers for training received by August 2006. (COMPLETE)
ii. Develop application and ranking procedures to distribute grant funds equitably among applicants by October 2006. (COMPLETE)
iii. Advertise “Continuing Education Program” by November 2006. (COMPLETE)
iv. Review and approve funding applications, and develop contractual agreements with the funded applicants by December 2006 and quarterly thereafter. (COMPLETE)
v. Assure fiscal responsibility for all grant money expenditures on a monthly basis. (COMPLETE/CONTINUING)
vi. Assess program success, and secure additional funds for following years by July of each year.
vii. Coordinate with national, state, and local governments and organizations to provide local training opportunities for all parents and childcare providers who are either licensed or not in need of licensing according to state law.
D. Provide the organizational structure and coordination needed for a countywide Substitute Childcare Provider List to assure continued staffing at existing licensed childcare facilities in Sublette County.
Tasks:
i.
E. Promote the concept of a Childcare Provider Insurance Pool in order to provide needed incentives and benefits that attract quality and long-term employment in the childcare profession in Sublette County.
Tasks:
i. Identify existing or potential entities that could provide this service to all licensed child care providers in Sublette County by November 2010.
3. Provide a safe and happy environment for all children in Sublette County.

A. Provide financial support for enrichment programs to licensed childcare providers.

4. Communicate, collaborate, cooperate, and coordinate with interested governments and organizations as well as parents and the general public regarding childcare issues in Sublette County.
Objectives:
A. Develop partnerships with other organizations addressing similar childcare issues.
Tasks:
i. Attend local meetings pertaining to childcare issues.
B. Provide timely information regarding childcare issues to all interested parties.
Tasks:
i. Provide weekly community calendar items to both newspapers as well as the local radio station.
