Though not necessarily an exaggeration, there are other Cities in the Realms that would carry the title just as well. X is a very modern city with sewage and to some extent running water. It's naturally strong defence on top of steep cliffs has been augumented with an impressive city wall with no less than Y large and small towers.

X is governed by a 'democratic' council with semi-permanent members of both sexes.
