As of 2380, the
USS Incursion is a privately owned vessel that is currently employed by the Federation Temporal Investigations Agency. This private ownership means it can do things that a normal Starfleet ship can not due to ethical and/or regulational reasons (such as instigate first contact, or, in cases of extreme emergency, violate the Prime Directive). It is currently licensed by the agency to protect the integrity of the timeline by any means necessary, and has been authorized to travel through time, via the slingshot method to complete this task. A small star system with a class Minshara (M) planetoid has been devoted to this use. The system and the surrounding space for one half of a light year is off-limits to any vessel except the Incursion, and the restricted area can only be breached with authorization from the Federation Council.
