United Republic of Rorian States

The People of the
United Republic of Rorian States, do hereby accept this constitution as
our ruling in order to preserve the Liberty, Safety, and Glory of our
nation:
Article I
Section 1.1 -
At the commencement of Star Wars
Galaxies: An Empire Divided and the establishment of the United Republic
of Rorian States, the Supreme Consul title shall reside in Senator
Terrin Alexander Crais.
Therefore, Aeryn Erire-Crais
shall hold the position of Queen and Sovereign of the United Republic.
Section 1.2 -
The Supreme Consul of the United
Republic shall be chosen by a majority vote among all URRS states
immediately following the death, removal, or resignation of the former
Supreme Consul. Such an election will also occur one month before the
end of a Supreme Consul’s term.
Section 1.3 -
The Supreme Consul shall choose the
Queen of the United Republic. Should the Supreme Consul chosen be of the
female gender, then her husband shall assume the title of “Lord.”
Neither Queen nor Lord is required, and if neither exists, then the
Supreme Consul shall assume both roles.
Section 1.4 -
The Supreme Consul shall hold supreme
executive power, restrained only by this constitution, the United
Republic Code of Laws, and by the desires of the United Senate and the
people. His term may last two years, and he may run for a second term.
The number of terms one individual may serve is two.
Section 1.5 -
The Supreme Consul shall hold the
ability to form alliances, economic or militaristic, and appoint
ambassadors and diplomats needed to support each alliance. The Supreme
Consul may also decide to fund the establishment of an embassy in allied
cities. The Supreme Consul may decide to eliminate any of these
alliances.
Section 1.6 -
The Supreme Consul shall be Commander
in Chief of the Rorian Defense Force, and may select a Chief General
upon his election.
Section 1.7 -
The Supreme Consul may declare war on
cities or player alliances, but may not issue an involuntary draft for
any reason.
Section 1.8 -
The Supreme Consul may raise and
support armies, aquatic navies, and starfleets to better support the
Rorian Defense Force.
Section 1.9 -
The Supreme Consul shall hold the
power to sign and create treaties, and see to it that their terms are
carried out by each party.
Section 1.10 -
The Supreme Consul, upon his election,
may choose five members for the Royal Council. The Queen or Lord of the
United Republic and one leader from each of the URRS States will also be
part of this committee.
Section 1.11 -
The Queen or Lord shall act as the
head of the Royal Council committee.
Section 1.12 -
The Royal Consuls shall enforce the
Supreme Consul’s ruling throughout both the state and foreign nations
and act as the advisors of the Supreme Consul.
Section 1.13 -
In the absence of the Supreme Consul,
the Queen or Lord of the United Republic may fulfill the duties of the
Supreme Consul, keeping in mind she must still continue to perform the
duties, if any, that she was already assigned.
Section 1.14 -
Items discussed within the Royal
Council are to be kept completely confidential, unless the Supreme
Consul has given the Royal Consuls the ability to distribute items to
the media. A breach in this confidentiality could result in the
immediate termination of an individual’s position and the sentence of
treason upon the perpetrator. The Royal Council may or may not work
directly with the Elite Guard.
Section 1.15 -
The Supreme Consul shall be given
direct power over the Elite Guard and may select a director for this
organization upon his election.
Section 1.16 -
The Elite Guard shall be used by the
Supreme Consul for the purposes of espionage, intelligence gathering,
protective services, and any other services that the Supreme Consul
deems necessary or Constitutional.
Section 1.17 -
All information contained within the
Elite Guard is to be strictly confidential until released by the Supreme
Consul himself. A breach in this confidentiality could result in the
immediate termination of an individual’s position and the sentence of
treason upon the perpetrator.
Section 1.18 -
The Supreme Consul, upon his election,
shall select a Speaker of the House for the United Senate.
Section 1.19 -
The Supreme Consul may be removed from
his position by a vote in the United Senate (see section 2.10)
Section 1.20 -
The Supreme Consul may pardon the
sentence of any individual under United Republic control.
Section 1.21 -
Upon the death of the Supreme Consul,
the Queen or Lord may assume control for the remainder of the two-year
term.
Section 1.22 -
Upon the resignation or removal of the
former Supreme Consul, the Queen or Lord, Royal Consuls, Speaker of the
House, Director of the Elite Guard, and all Senators are also removed.
Section 1.23 -
The Supreme Consul shall not be
removed until after the election of a new Supreme Consul.
Article II
Section 2.1 -
The United Senate shall be the
lawmaking body of the United Republic of Rorian States.
Section 2.2 -
Upon the election of a new Supreme
Consul, a new set of Senators will be elected.
Section 2.3 -
Each of the United Republic States
will receive representation in the Senate. The Supreme Consul, based on
the size of that state’s population, will determine amount of
representation.
Section 2.4 -
Once a month, Senators will meet along
with the Supreme Consul, Queen or Lord, and Speaker of the House for a
Senate Hearing.
Section 2.5 -
In a Senate Hearing, it shall be the
job of the Speaker of the House to see to it that all members understand
the hearing and that order is maintained. The Speaker will also address
the necessary topics and hold a vote with twice the voting power as a
Senator. In a General Election, however, the Speaker will have a single
vote, as will all citizens.
Section 2.6 -
When two-thirds of the United Senate
deem it necessary, amendments may be proposed for this constitution.
After the two-thirds majority vote, the Senate may pass the proposed
amendment onto the Supreme Consul, who, being of highest executive
power, may veto or sign the ammendment.
Section 2.7 -
Senators may not pass any laws that
would limit the power of the Supreme Consul without his absolute
consent.
Section 2.8 -
During times of war, the Senate may
vote the Supreme Consul absolute emergency powers by an absolute vote in
the Senate.
Section 2.9 -
The Senate, acting on the desires of
the people, may choose to remove the Supreme Consul from his position. A
Senate meeting may be held, and the Supreme Consul may attend to defend
himself. If the Senate reaches a majority vote supporting this move,
then it must hold a General Election amongst the peoples. If the people
reach a majority vote against the Supreme Consul, then elections for a
new Supreme Consul may begin.
Section 2.10 -
A Senate terms lasts a year. Any
individual may hold up to two terms as Senator. As the Supreme Consul
nominates the position of Speaker of the House, such a term lasts two
years and two terms may be served.
Section 2.11 -
The United Republic will give a given
amount of money for each Senator’s services. This amount will depend on
the number of Senate meetings a Senator attended.
Section 2.12 -
A Senator, prior to his absence from a
Senate meeting, may select a substitute. The Senator’s payment for that
meeting will be given to the Substitute Senator. Selecting a substitute
will in no way effect the two senate terms that an individual might
later or have previously obtained. A substitute is limited to one
meeting. If a Senator is absent a second time, he must select another
substitute.
Section 2.13 -
Should the Supreme Consul suspect foul
play or corruption within the Senate, he may present his findings to the
public, who may vote to remove any or all Senators in a General
Election.
Article III
Section 3.1 -
No military force shall be used
against a United Republic citizen except during times of rebellion.
Section 3.2 -
The Supreme Consul, upon his election,
may choose the Grand General.
Section 3.3 -
The Grand General shall act as head of
the Rorian Defense Force (RDF) according to the Supreme Consul’s
dictations and by actions he deems necessary or constitutional.
Section 3.4 -
No Rorian Defense Force actions may
take place unless it has been ordered from the Grand General, the
Supreme Consul, or the Queen or Lord.
Section 3.5 -
The Supreme Consul may declare a State
of War in the event severe military force is needed.
Article IV
Section 4.1 -
Every United Rorian citizen shall be
entitled the natural rights of Life, Happiness, and Freedom, providing
he does not obstruct these rights from others.
Section 4.2 -
No United Republic citizen shall be
disriminated against based on their species, nationality, race,
occupation, or religion.
Section 4.3 -
There shall be freedom of the press,
providing that the press respects the need for some items to be kept
confidential.
Section 4.4 -
In the interests of all members of the
United Republic of Rorian States, the United Republic will not
officially align with either the Galactic Empire or the Rebel Alliance
in regards to the Galactic Civil War. Should the nation be attacked by
either of these groups, or if it is in the interests of the people that
a faction should be determined, alignment may be decided upon in the
Senate.
Article V
Section 5.1 -
Their common executive and legislative
leadership, military force, and economic structure will unite the States
of the United Republic.
Section 5.2 -
Each United Republic State will have
the ability to design and control its own government and economy. In
doing this, it must adhere to the following:
5.2.1 - The state will adhere to the laws
and conditions created by the United Senate and the Supreme Consul.
5.2.2 - The state will adhere to the
constitution of the United Republic and its amendments.
5.2.3 - The state will provide the
necessary number of Senators for Representation in the United Senate.
Section 5.3 -
Each State will not have the ability
to support its own offensive military, but may hold security and
defensive forces. The United Republic will control the offensive
military powers. Permission must be granted from the Supreme Consul
before a military force is construction. The Senate may decide on
whether a state’s military force is too large for defensive purposes and
may act upon their decision.
Section 5.4 -
The United Republic will hold the
authority to station military forces in each state for defense and
control.
Section 5.5 -
Any taxes set by a state’s
administrator(s) will be divided according to the United Senate's
dictations. A portion must be given to the United Republic.
