1.) The First Tier laws are the most concrete. In a meeting announced one week in advance, The Shaper may propose and addition, subtraction, or modification to the First Tier Laws. The Proposal must recieve a 90% majority of all attending the meeting in order for it to pass. There must be a minimum of seven people in attendence at this meeting.

2.) The Shaper may be of any race.

3.) A senate comprised of one of each race is to be established. The Shaper cannot hold the position of Senator for their race.

4.) The Shaper may propose an addition, subtraction, or modification to the Second Tier of laws to the Senate. The Senate will vote on the proposal. It must recieve a 3/4 majority vote in order to pass into law. Should the proposal fail to pass in the senate, the The Shaper may call a meeting of the Dream Country, announced one week in advance. The Shaper may then call a vote of all in attendence excluding The Shaper, and Senators. It must recieve a unnaminous vote in order to pass into the Second Tier of laws. There must be a minimum of seven people in attendence of this meeting.

5.) If The Shaper leaves the dream country in any way, his/her title shall be surrendered. In a meeting announced a week in advance a new Shaper must be nominated. The candiate for Shaper must win a minimum of 50% of the votes of all present at this meeting. There must be a minimum of seven in attendence of this meeting. If The Shaper surrenders his/her position, the Senate will uphold the laws of the dreaming until a new Shaper is elected.

6.) The Senate Representatives are appointed to their positions by the members of their race. They can be removed according to the terms established by their race.
