Ground Council Elected Offices



ilKhan

The office of ilKhan is an elected possition. All Clan Khans, and saKhans are allowed to vote on the post. Any Clan Warrior (Hopefully Bloodnamed) is allowed to hold the office, and it only takes a majority vote to get elected. All Khans, and saKhans MUST either vote, or abstain in the election, even if they are not present at the Grand Council that the election is taking place at.

The post of ilKhan is intended to provide unity in times of crisis, and the office carries wide ranging powers. Originally the head of the Grand Council, and the Clans' Supreme military commander, the ilKhan is expected to put the interest of the Clans' as a whole above those of his, or her original Clan.

The ilKhans powers are varied, Best known are the powers inferred on the ilKhan as War Leader of the Clans. The ilKhan determines the overall strategy of large-scale operations, such as the invasion of the Inner Sphere, but should not be allowed to make Tactical decisions unless invited to do so. The ilKhan is the coordinator, and facilitator rather than the battlefield commander. Battlefield command falls to the individual Clan Khans. The ilkhan determines available forces, calls in addtional troops, and Clans as required, and suggests the number of troops to be used in an engagement. On the ground commanders determine the deployment of such troops, with internal bidding often reducing the actual force.


League Powers of the ilKhan

The ilKhan's powers are not absolute.

The ilKhan may veto some of the more drastic Trials, especially during times of Martial Law. These are, Trial of Annihilation, Trial of Absorption, and Ritual of Abjuration. The ilKhan does not need to give any reason for halting any such Trial.

The ilKhan may call a vote on almost any matter, but may not determine the outcome of any such vote. The ilKhan has the power to dismiss any charges brought during times of Martial Law that he or she feels is spurious and wasteful of the Clans' energies.

The ilKhan has the right to add himself to any combat attack drop, without notice to the Khan of the attacking Clan. This is considered rude, and he, or she should ask first, but it is not required.



Loremaster of the Clans

Loremaster of the Clans is an elected official. Any Clan warrior is allowed to run for this post.

Grand Council proceedings are managed by the Loremaster of the Clans, who decides on the Order of Bussiness, calls votes and renders judgement on points of law. The individual is usually the most senior Clan Loremaster and the most knowledgeable about Clan law, history, and society. The Loremaster of the Clans is a member of the Warrior caste, that has never held the office of Khan. He or she is expected to be impartial in all Grand Council matters, setting aside loyalty to his or her own Clan if necessary. Partisanship may result in the Loremasters removal from office.



Khan


The Khan is the senior official of any single Clan.

As far as the league is concerned, you may pick your Khan any way you see fit. A Khan may never be removed from officer by anyone outside his own Clan. He may be brought up on charges ranging from Cowardice to Treason, and thus be brought to a Trial by the Grand Council, and the results forwarded to the members of his Clan, where the warriors of that Clan may decide how to handle the situation. If nothing is done to remedy the problem, then the Grand Council may Call for a Trial of the Clan as a whole.



saKhan


The junior khan of any single Clan.

The sakhan is responsible for all Clan matters when the Khan is away, or unable to funtion in his normal capacity.



Loremaster


The Loremaster of any Clan is responsible for internal Clan points of law, much as the Loremaster of the Clans is in charge of the same thing in regards to the grand Council.
