The following if the description of what a Primogen is and what his or her responsibilitys are within vampire socity.

THE PRIMOGEN

This group of vampires "advise" and consult the Prince and help him or her to rule the city. It consists mainly of trusted and respected elders
and clan leaders.

The Primogen answers directly to the Prince.

The society of vampires is a complex web of intrigue and deceit. Your vampire must learn quickly who controls whom within the city, be assured
everyone answers to someone from the Prince down to the lowest neonate. Many games are played on many levels, be wary lest you become a
pawn in one.

Within a Sabbat controlled city Primogen does not exist. Scanty rule is maintained and  upheld pack leaders, often refered to as Priests or
Priestesses, and Bishops (regardless of sex), who also lead ceremonies and rituals
