I am a native of Fort Myers Florida and the son of Hallie and Frances E. Horne. I am employed by USDA as a Supervisory Procurement Analyst in Beltsville, MD.

I like motorcycling, sailing, flying jetsand playing the guitar. 

 I travelled Europe extensively when I was employed by NATO SFOR and EUFOR as the Chief of Customs for Operations Althea and Joint Forge in Zagreb, Croatia.

I am a Level III FAC-C/ Dawia Contracting Officer with $10 million contracting authority.

I have an Air Transport Pilot rating and a Multi-engine instrument flight instructor license. I flew UPS air cargo between 2000-2001 and was an instructor at SIMCOM in Vero Beach from 2001-2002. I enjoy flying airplanes. Low and slow or high and fast!

I go back to Croatia often and enjoy the seaside, the Port of Split, and the people and sights around the Adriatic Sea.
