Free ISPs are sometimes just introductions to the paid ISP services of the same companies. Free ISPs usually only give you a few hours a month free. The free services have a small, narrow, clickable ad banner at the top or bottom of the monitor screen at all times. You can move the ad banner by dragging it, or by right-clicking it. The paid services from the same companies usually don't have the designated ad banner space cluttering up the screen.

The following internet service providers (links below) are either free or cheap, and their software is easy to install. Their software can be quickly downloaded for free from their websites, and/or found on free CDs (check websites for details, 800 numbers, addresses, etc.). Software installs with a few clicks. It's easy and very fast.

The software usually has a city-by-city list of local access numbers sorted by zip code. Cities from all over the USA, and sometimes in other nations, too. You choose your local access numbers once during the initial setup. Then you just double-click a desktop icon anytime you want to access the internet.

*NetZero.com is a free ISP (internet service provider) that gives one a few free hours a month. NetZero is reliable and has been around a long time. Go to their website to download the easy-to-install software. NetZero also has a $9.95 a month, unlimited-use internet service without ad banners. Millions of subscribers. *BlueLight.com is an inexpensive ISP for unlimited use. It also no longer has its own ad banners or ISP toolbars. Millions of subscribers. Go to their website to download the easy-to-install software. Free installation CDs are sometimes found at KMart stores. $9.95 a month for unlimited use. You can pay it by credit card, in your phone bill, or they can deduct it directly from your checking account.

There is a way that sometimes works for opening up MS Internet Explorer (MSIE) browser windows so that they fit above or under the ad banners. Open up an MSIE browser window. Then move and resize the window to fit the available space without covering the ad banner. Then while holding down ctrl-shift, click the "x" (close) button on the top right corner of MSIE. From now on during this session whenever you open an MSIE window it should open just large enough to fit the available space. Then again, maybe not. Running at less than 800 by 600 screen resolution seems to cause more problems.

Cheap PCs. [TopLink]

*$400 to 500 new PC systems. Emachines is one company among several that sell complete new PC systems for under $500. They usually include a new PC, monitor, printer, speakers, keyboard, mouse, modem, CD-ROM drive, etc.. The $500 price usually includes at least a one year warranty. The retail stores that sell the PC systems usually also offer more comprehensive 1 to 3 year warranties with carry-in or at-home service. The warranties can cover upgrade parts, too. Best Buy is one chain of stores that sells emachines. Best Buy offers their full-service 3-year system warranties for around $100. BestBuy will also sell and install additional parts such as DVD drives, CD rewritable drives, more RAM, etc.. So you can get an emachine decked out and configured any way you want, and then you can have the whole system, including the additional parts and upgrades, placed under a full warranty. You can bring the machine in for repairs at any Best Buy nationwide. Or if you have an onsite warranty, someone will come to you and fix it. End of plug. :)

Unless a used computer works right away to get online, don't buy it.

Used PCs with a monitor often go for $100. Just be sure that you try the machine before buying it, and see if it can go online. Use the software from one of the free or cheap ISPs such as NetZero or BlueLight. It only takes a few minutes to install it and to try connecting online. And before buying the PC make sure to get the system software CD from whoever you want to buy the used PC from. That Windows software CD is often more valuable than the computer. Nearly all computer problems can be fixed by reinstalling the system software onto a "clean" reformatted hard drive. This is called a "clean install." It requires the Windows CD.

Some old PCs and/or their modems are unable to use Windows 95 or 98, or later operating systems, and thus are unable to use most, if not all, of the free or cheap internet providers. So check the operating system, and then try installing the software for one of the free or cheap ISPs. Then see if the software can successfully dial into and connect to one of the local access numbers. Try going to a web page or two. If it doesn't work, then don't waste your money on the computer.

You can try doing a "clean" install of Windows 98 or later software. Then try the free ISP software. This may fix some bugs that prevent going online. A clean install is done on a clean, newly-erased and reformatted hard drive. It takes half an hour. You have to have the Windows 98 (or later) CD, and the Windows 98 (or later) startup disk (it's on a floppy disk).

The hardware in many old PCs is just not capable of using Windows 95 or 98 correctly for accessing the internet. And even when they can use those operating systems with some applications on the computer, the modems or computer are sometimes incompatible with some of the ISP software. It is easy to test this. Just install some ISP software from a CD or floppy disks, and see if you can go online.

So, some computers just can't go online. And most of the time it is more expensive to upgrade the hardware, than to buy another used computer, or a cheap new computer. Upgrades are a very iffy proposition, because oftentimes with old computers, only a motherboard replacement will fix the BIOS and other problems preventing the use of the latest operating systems. There are many parts on old motherboards that are incompatible with the latest operating systems, newer hard drives, newer CD-ROM drives, etc.. A new motherboard may not be backward-compatible with the old hard drive, old CD-ROM drive, etc..

Cheap highend PCs. [TopLink]

*Ebay has lots of cheap highend PCs with or without monitors. Many of the sellers are companies with very high ratings from previous buyers. They test the PCs before selling them. They often have warranties or free replacement periods. They often sell tons of used corporate PCs, too. Use the search engine at Ebay to search for Pentium or P2 or P3 or Athlon or P4, etc.. You can refine the search by excluding notebooks, laptops, etc..

Barebone systems are often the best deals. One can find new midrange PCs with everything except the hard drive and memory for under $200. With good warranties from well-rated (according to Ebay buyers) companies. 

Barebone systems are the often the cheapest way to find gaming PCs with AGP slots on the motherboard for AGP videocards. Many cheap complete PCs do not have AGP slots on the motherboard.

65 CPUs compared. Charts. Celerons are as good as Pentium 4s and Athlons of the same speed. Except for video. Some great info on the web compares 65 old and new CPUs with several tests. It seems that for all tasks except video, one can go by the speed of the CPU. Even for audio conversion of music to MP3 files, the Celerons compete. Any old slow PC will work fine for web editing.

But it is video where Celerons fall behind Pentium 4s and Athlons. By about 500 to 800 MHz. See the charts to understand.

The motherboards for Celerons from 2 GHz on can also accept Pentium 4s. So people who want in cheap can get a 2 GHz Celeron emachine, or other cheap PC, for $400 and wait for the Pentium 4s to come down in price.

Athlon motherboards will accept later versions of the Athlon CPUs. Starting with the 3200+ Athlon, though, the CPU will not reach its full potential without a newer chipset.
