Rhode Island

Friends, here is a unique approach to child support formula

Based on expenses rather than income. It provides for clearer assumptions on child rearing based on regional inflation, costs and expenses. This was designed by Mark Rogers, economist and researcher for Federal Bank System, Atlanta, GA.

The CRC supports joint custody, mediation and legislation which preserves vital access between children and both their parents. Since 1996, court ordered use of CRC Parenting Education, Access and Supervised Visitation Programs has led many parents to overcome their hostility. Our research has found that there is a direct link between child access and payment of child support.

National Chapter of Children' s Rights Council

Formed in 1985, the Children's Rights Council (CRC) is a national
nonprofit organization based in Washington, DC, that works to assure children meaningful and
continuing contact with both their parents and extended family regardless of the parents' marital
status.

Though an independent agency, the CRC of CT is affiliated with the National Children's Rights Council based in Washington, DC. National Advisory Panel members include "Dear Abby" (Abigail Van Buren), Senator Bob Graham (D-FL.), Actor David Birney and comedienne Phyllis Diller.

According to Children’s Rights Council research, the 1990 Rhode Island divorce rate exceeded fifty seven percent of the married rate, almost twenty percent above the national average of forty nine percent.

Rhode Island fathers were awarded sole custody just 5.4% of the time, far fewer than any other state. Mothers received sole custody more than sixty percent of the time while joint custody was awarded at 31 %, not a stellar performance nationally.

"More than a quarter of American children—nearly 17 million—do not live with their father. Girls without a father in their life are two and a half times as likely to get pregnant and 53 percent more likely to commit suicide. Boys without a father in their life are 63 percent more likely to run away and 37 percent more likely to abuse drugs. Both girls and boys are twice as likely to drop out of high school, twice as likely to end up in jail and nearly four times as likely to need help for emotional or behavioral problems."
U.S. Dept of Health and Human Services, March 26, 1999.

Research shows the lack of involvement by both natural parents puts our children at risk.
