Plan of Action


General Objective

To create an awareness on the cause and effect of drug abuse in order to generate individual, group and community involvement in the formulation and implementation of preventive drug abuse programmes, with the aim of eliminating the illict demand for narcotic drugs and psychotropic substances.


Specific Objectives

i) To develop an awareness and a sense of responsibility among the high risk groups to abhor and stay away from drugs;

ii)To educate parents on the drug abuse problem and to help them realise their own potential and responsibilities towards preventive efforts;

iii) To increase the awareness and knowledge of teachers, school workers and members of Parent-Teacher Associations on drugs and their role in drug abuse prevention;

iv) To encourage the integration of drug abuse prevention education concepts in curricular and co-curricular programmes and activities;

v) To provide healthy alternatives for youths to stay away from drugs;

vi) To heighten community awareness leading to its involvement in drug prevention efforts;

vii) To provide early detection of high-risk youths in order to facilitate early intervention;

viii) To alter society's attitude and perception towards drug-related activities; and

ix) To collaborate with the media in enhancing preventive drug education programmes.

1. Promote Human Resource Development In the Area of Drug Abuse Control;

2. Develop Mechanisms To Ensure Greater Reliability of Project Funding

3. Promote Effective Integration of Programmes and Activities With Other Relevant ASEAN Organisations

4. Review Regional Needs For Data On Drug Abuse and Trafficking;

5. Intensify Working Relationship with Third Countries and International Organisations In Controlling Drug Abuse;

6. Facilitate the Early Ratification and Implementation of All Relevant United Nations Conventions Governing the Control of Narcotics and Psychotropic Drugs;

7. Enhance the Capacity For Research, Monitoring and Evaluation of Drug Abuse Control Programmes in the Region;

8. Enhance the Role of NGOS in Drug Abuse Prevention and Control;
