The Middle sphere. With a few notable exceptions, mostly colonies out beyond the Core trying to make it on the Galactic scene. Perhaps their worlds haven't finished terraforming yet, maybe their economies aren't flourishing yet, or perhaps they haven't quite made themselves heard.
