"Operation Pipe Dreams" and "Operation Headhunter" were established February 2003 targets industries in manufacturing, distribution, Internet sales and headshops nationwide. As of 1991, marijuana paraphernalia has been banned. The act of selling or conspiring to sell paraphernalia can earn you up to 3 years in prison and up to $25,000 fines. Additional penalties include confiscation of property and machinery according to the Department of Justice. Not only were internet sales targeted, but headshops as well. Countless shops across the nation were raided by U.S. Marshals, F.B.I (Federal Bureau of Investigation,) D.E.A. (Drug Enforcement Administration,) and the US Customs Service. Six weeks after the raids occurred, the state of California passed a law that the possession of such paraphernalia are legal. Unfortunately, Federal law overrides State law. February 24, 2003 marks the charging of 50 people, 6 in California, for trafficking in illegal drug paraphernalia.
