The objective of Park Avenue Center is to provide gender specific clinically and structurally individualized treatment that is high
quality, cost-effective, and research-based. As outlined in TIP 35, Enhancing Motivation for Change in Substance Abuse Treatment,
TIP 44, Substance Abuse Treatment for Adults in the Criminal Justice System, and National Institute on Drug Abuse’s (NIDA) Principles
of Drug Addition Treatment: A Research Based Guide and Principles of Drug Abuse Treatment for Criminal Justice Populations, each client’s
individualized strengths and needs will be assessed including identifying client’s level of motivation, expectations, medical needs,
mental health needs, and available resources.
Important factors such as criminal attitudes and values will also be determined and addressed.
As TIP 35 indicates, each client’s readiness for change is an important aspect of enhancing motivation toward treatment and each client will
participate in the preliminary framework for treatment including the level of intensity and establishment of goals. As stated by NIDA,
treatment must also attend to the multiple needs of clients and continually assess and modify individual’s treatment to ensure that their
treatment plan meets their changing needs. Motivational enhancement techniques outlined in TIP 35 that will be used include the FRAMES
approach, decisional balance exercises, developing discrepancy, flexible pacing, and personal contact with client’s who are not actively
in treatment. Offering free, supervised, off-site housing and multiple groups throughout the week allows us to provide an intensive
individualized schedule based on what each client needs. By providing this population a structurally individualized program, we will be
able to offer a combination of services and therapies that incorporate the strengths and meet the multiple needs of each individual client.
It is our intention to provide, at minimum, all treatment services required in Rule 31 while providing additional services specific to the
needs of this population. As clients complete their treatment plan objectives and develop necessary skills, their level of risk will therefore
decrease and their participation therefore decreases in intensity. According to NIDA and Hennepin County, treatment services must be provided
over a minimum of 90 days in order to be of full benefit. Therefore, when funding allows, clients will remain engaged in primary treatment for
a minimum of 13 weeks.
