| Kansilay
is Silay City’s festival about a folktale
showing the bravery of beautiful Pricess Kansilay
who offered her life for justice and freedom.
The dance-drama is the highlight of the week-long
city fiesta that ends on November 13.

| HISTORY |
| Silay
was founded as a town in 1760. In 1896,
it became a leading sugar producing
town because of the Horno Economico
(sugar mill) introduced by a Frenchman
who became a Silaynon, Yves Leopold
Germain Gaston.
|
| The
Philippine flag was first raised in
Silay in the afternoon of November 5,
1898 when the Spanish soldiers surrendered
to the hacienda laborers and landowner
who attacked the garrison. |
| Silay
in the past was known as the "Paris
of Negros" and the "cultural
and intellectual hub of Negros"
because of Silaynons love for knowledge
and works of arts. It became a chartered
city on June 12, 1957 by virtue of Republic
Act 1621 |
| Today,
Silay is one of the 25 tourist destination
in the Philippines. It is the seat of
arts, culture and eco-tourism in Western
Visayas. |

| The
SILAY CITY COORDINATING CENTER FOR CULTURE
AND THE ARTS of the Office of the City
Mayor was organized in 1994 to develop
and establish artistic craft of the
Silaynon which can offer significant
contribution to the City as one of the
Seats of Arts and Culture in Negros
Island. These functions were in line
with the Cultural development program
of the city under the administration
of Mayor Edwin D. Velez as guiding principles
of Filipinization, decentralization,
democratization, artistic excellence
and international relation. Since then,
the Coordinating Center for Culture
and the Arts has re-defined its objectives
and grown to serve the center's need
both as local venue for the performing
arts and as a coordinating center for
artistic and cultural program and activities
throughout the city. |
| Through
the years, that the SILAY CITY COORDINATING
CENTER FOR CULTURE AND THE ARTS has
been in existence, Culture has generally
improved. It has managed to uplift the
SCCCCA in a state whereby society has
realized the need and importance of
such a discipline. With the coming of
the new century, the SCCCCA continues
to move forward in its quest for a more
improved, progressive and institutionalized
Center for Culture and the Arts. |
| OBJECTIVES |
| 1. to
promote and encourage the conduct
of more cultural activities, trainings
for artistic development, cultural
productions and other endeavors
to foster self-discipline, team
work, excellence and nationalism
leading to the development of
a healthy, alert and patriotic
citizenry particularly in the
City of Silay. |
| 2.
to pursue mass-based and age group
selections for cultural productions
and for the benefit of children
and youth who are most vulnerable
to the drug menace and other social
ills. |
| 3. to
enhance a wholesome alliance between
the city government and the private
sector in order that cultural
awareness can be integrated into
the lives of the Negrenses, particularly
the Silaynons. |
| 4.
to use the different cultural
discipline as a venues in inculcating
and improving conduct, honest
and a strong sense of achievement
to provide for self confidence
among the young. |
| 5. to
foster unity, solidarity, and
better understanding among Silay's
Cultural workers, artists and
performers of all ages, profession,
creed and social backgrounds.

| 6. to
assure the City of Silay that
performing artists, cultural workers
and performer with their respective
coaches, directors and trainors
sent to cultural festivals as
Silay City's Cultural Ambassadors
are adequately chosen, trained
and supported by the administration.

| 7.
to discover, develop and harness
the physical, social and cultural
potentials of the youth especially
Silaynons and to inculcate in
them the love for culture, instill
in them the values of discipline,
honesty, team work, nationalism,
competitiveness in and the pursuit
for excellence in their respective
field for endeavors, through a
truly participate, developmental
and mass-based program. |
| 8. to
broaden the logistic support and
generate resources from both public
and private individuals and entities
for the realization of the primary
goals of the cultural development
program. |
