Start by getting an account at Angelfire.com or Geocities.com I would prefer angelfire though! :)

Some good tutorals are Funky-Chickens.com or lissaexplains.com :)
3. What program do you use to make your graphics?
I use PSP 3 and Gif Construction Set. You can download it for free here!
