Here are the rules of the game:

RULES For City of Powers (Play by Forum)

 

Doing Actions

As your carrier as a super hero or villain begins you have to make actions. The actions are move, challenge, capture (villain only), and escape (only when being challenged). You may perform an action once per day. When making an action you must narrate your action for example: As the Green Robber gazed around the city he found a nice rookie hero to challenge to fight. He snuck up using his special stealth skills and jumped at the new hero, the Silver Bow. He went for a punch until… Now you must wait for the person you challenged’s narration, whether he wants to retaliate or run.

 

Moving Area to Area

 

On the world map there are six areas. To get to area to area you must have enough speed to get their. Perhaps your characters speed is six and the required speed to get to an area from an another area is five, since your speed is higher than the required speed you may enter using one action. In some situations your speed is not high enough to travel in one action so you narrate your journey and how you couldn’t make it in a day, for example: After the long and tiring victory Silver Bow knew the city of Kazar needed his heroism so he traveled along the long empty deserts until he called it a day so he set up camp along the road to the hero-needing city.

 

Beginning Fights (Challenging)

 

Challenging with a hero: Fights can start between a hero and a villain doing something illegal. You cannot start a fight with a villain if they are doing nothing bad. Perhaps a villain holding a civilian hostage you must flee to the scene and attack the villain. You must again narrate the action to challenge. For example: The vile Dr. Ignition set to hold an innocent civilian hostage to gain extra cash. Knowing her heroic duties the Tiger of Fury attacked the master of Fire Dr. Ignition to rescue the innocent people of the city! A character that is being challenged can choose the following: attack or escape. If you escape with someone hostage you drop the person and escape. If you want to fight you begin a battle. A battle is played until a character has no more endurance points (read Battling)  

Challenging with a villain: A villain may pick a fight with a hero any time. When challenging narrate the fight as usual. The challenging character may escape or fight. If you want to fight you begin a battle. A battle is played until a character has no more endurance points (read Battling).

 

Battling!

 

When characters agree to a fight (challenging) they begin in a fight. Fight phases goes in this order: Battle Stance, and Combat. Narrate the fight like this: The two titans of all time go head to head at last. Knowing about the ramming ability the Shielded Horseman has the Yellow Blade goes into a defence position and attacks the Horseman. And so on.

 

Battle Stance Phase: The battle stance phase is when you choose whether your character is put into an offensive stance or a defence style. Defensive stance gives you more a chance to survive it increases your defence roll by two. Offensive stance gives you more chance of hitting, increasing your attack roll by two.

 

Combat Phase: The combat phase is when you actually attack. To inflict damage you need to have a decent attack power. So perhaps you are attacking a character with a 6 defence against your 5 attack both players roll one die, they add the out come to their defence or attack points. So if you rolled a 4 and your opponent rolled a 2 you add 4 to your attack power (or two extra if in offensive position) so your outcome is 9. Your opponent does the same with his defence and the outcome is 8 so your attack works. Now you deal the damage equivalent to your attack damage is the take away that much from the opponent’s endurance points. Also do any necessary rolls (attack types) or decrease any damage (due to resistance).

 

Vulnerability and Resistances

 

A character’s material determines their Vulnerabilities and Resistances. A character with normal resistance against a type of damage is not increased or decreased. A vulnerable material two more damage points are increased. A very vulnerable material to a type of damage the outcome is found with a six sided die roll: If you roll a 6 damage is doubled, if you roll 4 or 5 four extra points of damage is increased and 3 and lower damage stays same.

 

Outcome of a Battle

 

The outcome of a battle is determined when on character is Ko’ed (out of endurance points). In some situations both characters can be Ko’ed (Change environment) in this situation the outcome is a loss for both characters. In a win situation the winning character rolls one die if the outcome is higher than 3 he/she gains two skill/attack points. If the outcome is lower than 4 than you receive one skill/attack points. The losing character(s) roll a six sided die if he/she rolls a 5 or 6 he/she receives a one skill point one a outcome of 4 or lower no points are given. Please narrate.

 

Fame and Infamy

 

A villain get infamy points and heroes get fame points. Fame point can decide whether he/she is favored and infamy can decide who is the most dangerous (which villains like). When you win a fight the winner gets one fame or infamy point. A hero that saves a captured character (defeating the captor in a battle) gains three fame points. A hero that fails to rescue a captured character (getting Ko’ed when challenging) gets three fame points taken away from the hero that fails and the villain Ko’ing the hero gets three infamy points. A villain that makes it out of an area in one action while holding someone ransom gains three infamy points.

 

Capturing (Villain Only)

 

Villains are very sneaky people and they like gaining extra cash. They need to find money and holding a person ransom is their way of money making. So villains may hold someone hostage by rolling a six sided die: if the outcome is a 3 or lower the villain has successfully held someone ransom on a result of 4 or higher the person has escaped. ]
