In the Burned Tower it is said that three legendary pokémon are trapped inside, waiting for someone to come to set them free. It is also said that all three of these pokémon are as fast as lightning, powerful as fire, and defensive as a rock. Be one to catch even one of the three and you may be one to not really gain anything at all, and instead lose.
