In my opinion this is the second worst Eevee. The first being Vending Eevee. It's attack aren't much damage and Sand-Attack is ok for Defending, but it isn't great.
Tackle and Sand-Attack
A weak attack for much a weak Pokemon. One colorless for 10 is bad since Promo can do 20. I guess Eevee's next attack makes up for it. It is called Sand-Attack. 10 which isn't much and the 50% chance that your opponent attack will fail next turn. Which isn't all that good considering all they have to do is retreat and that will end the effect. Ok attacks, but not that great at all.
Stats
40HP is just bad. It could be worse, but either way Hitmonchan kills it one hit because of the Weakness to Fighting. I guess the Resistance to Psychic could help in some places, but most likely not. The Retreat should be free like most Eevee's.
Combos
If you can't get any Neo 2, Promo, or Jungle Eevee, this is the one to go with. Not many combos since all the rest of the Eevee cards are so much better then this one.
Rating
I give TR Eevee a 4.6. It just isn't that great, but ok.
