Blaine's Quiz #1
I'm still wondering why they made this card. Especially because it is a Rare. Most likely your opponent won't know your Pokemon's width or lenth, but why take the chance when you can use Bill instead?
It's a Rare!
It's a Bill that requires more to use. If Bill wasn't made this card and Blaine's Quiz #2 would probably take it's place. I guess you could put it in a deck if you already have 4 Bills and need more card drawing instead of using Professor Oak. This card should be a Common like Bill and not a Rare.
Requirments
Not only is it bad to give your opponent a chance to draw 2 cards, but you must also have a Pokemon in your hand to use it. But if you just use Bill you don't have to worry about either of those problems. Also, I read the card and you cannot put down Baby Pokemon either.
Combos
I don't think they are any combos with this card. It's only good to use if you already have 4 Bills or if you don't any or any more to use.
Rating
I give Blaine's Quiz #1 a 6.5. It got this high because like the classic Bill you can still draw 2 cards and most likely your opponent won't draw 2 cards.
