Activities Guidlines

a. The Centre assists advancement of the process of democratization throughout Central and Eastern Europe and supports development of viable, objective and impartial public policies throughout the region. Given sufficient resources and upon vote of the Board of Directors, the Centre may expand its educational and scientific activities to other regions of the world.

b. Building upon existing Western models and techniques the Centre:
	• Conducts impartial regional and national public policy analyses.
	• Facilitates the development of objective, national and regional public policy debates and implementation models in the areas of:
		• National and public security
		• Environmental protection
		• Economic development
		• Civil rights
		• Public health
		• Public safety
		• Public education
		• Grass-roots organizations
		• Civil-military relationships
		• Civic and police relationships
		• Resource planning and management
		• Financial and budgetary management
		• Infrastructure development
		• Transportation and tourism
		• Other public policy issues not otherwise listed
	• Works in partnership with local, regional and international organizations and does not support political parties, political interest groups, political organizations of any kind, or individuals who lobby for particular political causes.
	• Organizes and supports seminars, conferences and lectures.
	• Organizes and coordinates analytical and other training programs.

c. The Centre compiles, prepares and publishes assorted reports, guidebooks, pamphlets and other written and electronic material to report on its activities and to support its aims.

d. No substantial part of the activities of the Centre shall be the carrying on of propaganda and shall not participate, or intervene in (including the publication or distribution of statements) any political campaign on behalf of any candidate for public office.

e. The Centre is organized pursuant to pertinent laws of the Republic of Hungary.
