TESDA Triumphs

CY 2004 is almost over. For TESDA Biliran it has been a year of triumphs over difficulties.

TESDA Biliran Provincial Office indeed experienced moments of difficulties in the different times and in different forms. For its targets, the Provincial office was given the responsibility to accomplish a total of 2,920 persons trained, 671 persons assessed, 167 persons certified. It has been an enormous task for everyone in the provincial office from the lowest Job Order employee to the highest ranking official, the OIC-Provincial Director, Mrs. Loreta D. Banario.

Early this year (CY 2005), Mr. Rey Gorgonia, Administrative Officer V and PESFA Focal, went around the province and made orientation activities on PESFA and TESDP-ADB SF scholarship programs, and conducted Career Guidance sessions to the high school graduating students. Because of this effort, the Provincial Office was able to award 25 new scholarship grantees under PESFA and 4 new scholarship grantees under the TESDP-ADB SF program. TESDA is currently supporting a total of 52 scholars.

Also, as early as the second quarter, TESDA made its transition from traditional approach to its new competency-based approach in its training and assessment activities. This slowed down the implementation of Competency Assessment, for time and effort were directed to the reformulation of the Competency Assessment Instruments. Nevertheless, TESDA Biliran was able to assess 179 persons in various occupational areas, 152 of which were certified competent in at least one (1) competency.

Meanwhile, the Community Training and Employment Coordinators stationed in each and every municipality did their best in coordinating and monitoring training activies and monitoring the employment of TVET graduates. With the efforts of the entire team, including the one and only TESDA-administered school in the province, the Cabucgayan National School of Arts and Trades, Cabucgayan, Biliran, TESDA was able to report 3,832 persons trained in the entire province. This figure is equivalent to 131 percent (131%) accomplishment.

Of course, TESDA would have not accomplish this much without the various contribution of different partner institutions. It is but fitting to acknowledge the contributions of these partners to Technical Vocational Education and Training (TVET).

The municipal and provincial Local Government Units (LGUs) made a total of P263,680.00 invetments to TVET. Non-government Organizations (NGOs) contributed about P147,607.00 amount of TVET investments. National Government Agencies (NGAs) contributed about P355,935.00 amount of TVET investments. There were also TVET investments of the various Barangay Councils amounting to about P30,110.00. Private firms contributed P23,000.00 amount of TVET investments and private individuals contributed 46,020. These investments were either in cash or in non-monetary forms like food, transport facility, and materials.
