1. All new characters applying for PC (Player Character) status will post their character in the 'New Character Alley' topic. The character will be checked over by a Councillor and if no changes have to be made, the note will be moved to 'COUNCIL'. If changes need to be made they will be taken care of while the character is still in the ‘NEW CHARACTER ALLEY’ topic.
2. A three AYE vote in Council by three Councillors passes a new Character. A Councillor may still request a change on the character even after it is moved to COUNCIL.
3. A single NAY vote on that character within 48 hours of its posting requires that the PC be held until a full 2/3 majority of councillors is either achieved or denied. During that time, the character may NOT be written at all, even as an NPC (non-player character).
4. Characters may not be played, spoken for, histories created for, or moved about without the permission of the owner of that character
5. Transfers (*P Classic, other subjects/topics) and returning PCs post in the New Character Alley.
6. After two months of writer non-play, his/her PCs are banished to NPC-land. At that time, all privileges that the PC and writer had are gone (i.e., ability to hear all dragons, councilor-ship, etc.). The character should be reestablished in council per the usual new pc rules.
7. Outside (Off Topic) players must get the councillor’s permission to bring in a storyline to a subject in which they don't normally play.
8. Characters from the books may not be played or used in any way in this game.
9. Male dragonriders MUST use the honorific, females may use the honorific and gold riders do NOT use the honorific.
10. Writer knowledge should not be used by PCs or NPCs.
11. Benden and Ruatha hold may be referred to, but will not be RP'd in this game, nor can any player use Benden and/or Ruatha as their Weyr/Hold of origin.
2. No one may have or Impress a white dragon. Ruth was, and will remain, unique.
3. Golds may be impressed only by female characters. Bronzes may only be impressed by male characters. All other colors may be Impressed by either sex equally.
4. All dragon names must end in TH.
5. Gold dragons must be impressed within the game, bronze dragons should be impressed into the game and blues, browns and greens can be created as new pcs and brought into the game as any other new character. The council reserves the right to allow councilors or, in rarer instances, forum guides to create new gold riders or bronze riders if needed for the subject they run.
6. Dragons may not fight other dragons - except in extreme cases that are created part of a storyline thoroughly approved by the Councilors of this game - for instance, as part of a mating flight when two golds rise.
2. NO ONE will have extra-sensory abilities (i.e., clairvoyant, teleportation, telepathy, empathy!!!, etc.).
If one of those involved is a councilor of the subject in question, it will fall into the hands of the other councilor/other subject councilors as called upon to assist in the resolving of the issue.
2. Only the councillors of the game may vote!
3. Until the GMs, and only the GMs, have ayed the new character, all others are prohibited from posting in that character thread. The creator of that character is an exception. Forum Guides may post only to Aye the character if and when their current subject GMs havn't responded in 24 hours. All other posts will be deleted without exception. If there's an objection to material found in the bio, such as a name, the writer noting it should contact a GM A.S.A.P through whatever means necessary.
2. New topics get a probationary period of one month in which to prove themselves self-sustaining, with three or more writers involved, at which time the subject will be a full subject or will be absorbed into an existing topic if it has failed to become a self-sustaining topic.
