I.LEAGUE GUIDELINES

    

A.     THIS IS A 12 TEAM LEAGUE, SPLIT INTO 3 DIVISONS OF 4 TEAMS EACH.

B.     THE LEAGUE WILL BE A KEEPER LEAGUE, WHERE PLAYERS ARE RETAINED BY EACH TEAM UNTIL THEY RELEASE OR TRADE THEM AND WILL HAVE A SALARY CAP SYSTEM AS OUTLINED IN SECTION II. BELOW

C.     EACH WEEK IN THE REGULAR SEASON WILL RUN FROM MONDAY THRU SUNDAY, FOR WHICH A LEAGUE SCHEDULE WILL BE DISTRIBUTED, BEGINNING WITH FIRST NBA GAMES IN OCTOBER/NOVEMBER AND AROUNF MARCH 26,2007

D.     THE LEAGUE WILL USE YAHOO AS ITS FANTASY LEAGUE MANAGER(SUBJECT TO CHANGE)

 

II. SALARY CAP  AND PLAYER SALARY DETERMINATION

 

A.     EACH TEAM WILL BE REQUIRED TO ADHERE TO A LEAGUE SALARY CAP, WHICH WILL BE SET AT 10%-15% ABOVE THE ACTUAL NBA SALARY CAP LIMIT EVERY SEASON.

B.     EACH PLAYERS SALARY WILL BE THEIR ACTUAL NBA SALARY FOR THE CURRENT SEASON AS LISTED ON THE NBFL PLAYERS SALARIES  PAGE, WITH THE FOLLOWING NOTATIONS:

---IF THE PLAYERS SALARY FOR THE CURRENT SEASON HAS NOT YET BEEN UPDATED BY THE NBA, THEN HIS SALARY WILL BE FIGURED BASED UPON THE REPORTED CONTRACT SIGNED IN ASSOCIATION WITH THE GUIDELINES SET FOURTH UNDER THE TERMS OF THE NBA’S COLLECTIVE BARGAING AGGREEMENT(CBA)

---IN THE EVENT THAT A CONTRACT DETAILS HAVE NOT BEEN REPORTED, THEN THE PLAYER’S SALARY    WILL BE THE VETERAN MINIMUM, AS DESCIBED UNDER THE GUIDELINES OF THE NBA’S CBA.

---IF THE PLAYER IS AN UNDRAFTED ROOKIE OR ROOKIE SELECTED IN THE 2ND ROUND OF THE NBA DRAFT, THEN HE WILL RECEIVE THE NBA LEAGUE MINIMUM SALARY UNLESS A NBA

CONTRACT STIPULATES OTHERWISE.

      

C.     ROOKIE SALARIES WILL BE WHAT ARE LISTED IN THE NBA COLLECTIVE BARGAINING  AGREEMENT (CBA) BASED UPON WHERE THEY  WERE DRAFTED, REGARDLESS OF ANY CONTRADICTORY INFORMATION THAT MAY BE FOUND IN PRESS RELEASES OR OTHER RESOURCES.

D.     ALL TEAMS MUST REMAIN AT OR BELOW THE SALARY CAP DURING THE 2006/07 SEASON.

E.      ANY PLAYER WHO IS ON THE DL/IR WILL HAVE THEIR SALARY COUNTED AGAINST THE  SALARY CAP, HOWEVER IF A PLAYER IS LISTED AS “OUT FOR THE SEASON” THEN ONLY 25% OF THEIR SALARY COUNTS TOWARDS THE CAP.

F.      ONCE A PLAYER IS RELEASED(VIA FREE AGENCY OR WAIVED OUTRIGHT) OR IS TRADED, THEIR SALARY NO LONGER COUNTS TOWARDS THEIR TEAMS’S SALARY CAP.

G.     ANY TEAM NOT AT OR UNDER THE SALARY CAP DURING THE REGULAR/POST SEASON WILL BE GIVEN A THREE DAY WARNING VIA EMAIL FROM THE COMMISSIONER, TO GET AT OR BELOW THE CAP. FAILURE TO DO SO WILL RESULT IN THE FOLLOWING ACTIONS:

         

            --THE TEAM IN QUESTION WILL LOSE ANY PLAYERS THEY HAVE ON THE DL/IR. WHICH WOULD PUT THEM BACK INTO COMPLIANCE, IN THE EVENT A TEAM HAS NO ONE ON THE DL/IR, THEN THE TEAM WILL LOSE THE PLAYER WITH THE LOWEST SALARY ON THEIR ACTIVE ROSTER, WHO WILL PUT THEM IN COMPLIANCE AS NEEDED

I.  IN ADDITION, ANY TEAM WHO REGULARLY EXCEEDS THE SALARY CAP(MORE THAN 3 TIMES DURING THE SEASON) WILL LOSE THEIR 1ST ROUND PICK THE NEXT SEASON, FOLLOWED BY THEIR 2ND ROUND PICK AND SO FOURTH ON FOR EACH ADDITIONAL INCIDENT. IF A TEAM HAS TOTAL DISREGARD, THEY WILL BE REMOVED FROM THE LEAGUE, AT THE COMMISSIONER’S DISCRETION.

 

III. TRADING

 

A.     TRADING WILL OPEN ANNUALY THE DAY IMMEDIATELY FOLLOWING THE NBA ROOKIE DRAFT EACH SEASON, AND WILL REMAIN OPEN UNTIL THE DEADLINE IN SECTION H BELOW.

B.     THERE WILL BE UNLIMITED TRADES THROUGHOUT THE SEASON, AND NEW PLAYERS ARE ELIGIBLE FOR PLAY AFTER APPROVAL OF THE TRADE FROM THE LEAGUE.

C.     EACH PARTY INVOLVED IN THE TRADE WILL SUBMIT AN EMAIL TO THE COMMISSIONER STATING THE TERMS AND CONDITIONS OF THE TRADE(IF ANY).  NO TRADES WILL BE REVEIWED OR PROCESSED UNTIL THE COMMISSIONER RECEIVES PROPER NOTIFICATION FROM BOTH PARTIES INVOLVED.

D.     ALL TRADES WILL BE REVEIWED BY THE COMMISSIONER AND WILL BE SUBJECT TO OWNER VETO, IF A 2/3 MAJORITY OF THE LEAGUE OWNERS DISPUTE THE TRADE.  THE TRADE WILL BE REJECTED.  THE TRADE REVIEW PERIOD WILL LAST 48 HOURS FROM THE TIME THE COMMISSIONER IS INFORMED OF THE TRADE.  ALL OWNERS WILL BE NOTIFIED BY EMAIL OF ANY PENDING TRADES.

E.      IF A TRADE WOULD PUT ANY OF THE TEAMS OVER THE SALARY CAP, THE AFFECTED TEAM MUST SUBMIT A PLAYER WHO WILL BE WAIVED/RELEASED PUT ON THE DL/IR AS “OUT FOR THE SEASON” IN ORDER TO MAINTAIN SALARY CAP RESTRICTIONS.

F.      IF A TRADE WOULD LEAVE ANY OF THE TEAMS VIOLATING OR NOT ADHERING TO THE ROSTER POSTION LIMITS, IT WILL NOT BE ALLOWED UNTIL THERE ARE NO VIOLATIONS.

G.     THE FREE AGENT /TRADING DEADLINE WILL BE MARCH 8,2007

 

IV. ROSTER LIMITS

 

A.          YOU ARE REQUIRED TO START A PLAYER AT EVERY POSITION

B.            PLAYERS ARE ONLY ELIGIBLE TO PLAY AT THE POSTIONS DESIGNATED BY YAHOO SPORTS, AND SOME PLAYERS MIGHT BE ELIGIBLE AT MORE THAN ONE SPOT.

C.          ALL MANAGERS CAN SET ROSTER FOR FURTURE WEEKS IN ADVANCE, HOWEVER ALL FUTURE LINEUPS ARE LOST IF A CURRENT PLAYER IS DROPPED OR TRADED, OR IF A NEW PLAYER IS ADDED TO THE CURRENT ROSTER.  SO IF ON MONDAY YOU SUBMITTED A ROSTER FOR THE UPCOMING WEEK, BUT THEN GO AND PICK UP A FREE AGENT, YOUR FUTURE LINEUP CHANGES ARE ALL LOST EVEN THOUGH THEY HAD BEEN SAVED EARLIER.

D.          EACH TEAM WILL BE REQUIRED TO MAINTAIN AN MINIMUM ROSTER OF AT LEAST 12 PLAYERS, WITH A MAXIUM OF 15 PLAYERS, WHICH MUST INCLUDE AT LEAST 2 PLAYERS AT EACH POSITION:

                       CENTER, POWER FORWARD, SMALL FORWARD, POINT GUARD, AND SHOOTING GUARD

 

E.           IF A PLAYER’S POSITION CHANGES OVER THE COURSE OF THE SEASON,  THEY WILL QUALIFY AS A MULTI POSITION PLAYER BASED SOLEY ON YAHOO’S CRITERIA

F.           EACH TEAM WILL BE ALLOWED TO HAVE UP TO TWO PLAYERS ON THE DL/IR THAT WILL NOT COUNT TOWARDS THEIR ACTIVE ROSTER LIMIT. HOWEVER IN ORDER TO PLACE A PLAYER ON DL/IR, NBA.COM MUST LIST THEM AS BEING ON THE INJURED LIST(IN THEIR NBA TEAM’S ROSTER PAGE) OR THEY  ARE LISTED AS OUT  AND WILL NOT RETURN FOR MORE THAN ONE WEEK FROM THE DATE SUBMITTED IN THEIR INJURIES SECTION.  SINCE YAHOO DOSEN’T ALLOW FOR THE DL OPTION YOU MUST EMAIL THE COMMISSIONER IN ORDER TO PROTECT THEM.  THE COMMISSIONER RESERVES THE FINAL SAY ON DL/IR ELIGIBILITY.

G.          IN ORDER TO PLACE A PLAYER ON DL/IR, AN OWNER MUST EMAIL THE COMMISSIONER PRIOR TO THE REGULAR FREE AGENT PICKUP DAY WITH THE PLAYER TO BE PLACED ON THE DL/IR AND A PLAYER TO BE PICKED UP TO REPLACE HIM.  THE COMMISSIONER WILL THEN CONFIRM THE ELIGIBILITY FOR DL/IR REPLACEMENT.

H.          IF A PLAYER IS INJURED WHILE ON THE TEAM’S CURRENT LINEUP, THEY MAY NOT BE SUBSTITUTED OUT UNTIL THE NEXT WEEK LINEUPS

I.             ANY PLAYER ON DL/IR IS NOT ELIGIBLE TO BE SUBMITTED ON A WEEKLY LINEUP UNTIL THEY HAVE BEEN ACTIVATED AND PLACED BACKON THEIR TEAM’S ACTIVE ROSTER.

J.             EACH TEAM WILL BE RESTRICTED BY A SALARY CAP WHICH WILL BE SET AS DESCRIBED IN SECTION II.

K.          EACH TEAM REATAINSTHE RIGHTS TO ALL THEIR PLAYERS YEAR AFTER YEAR, UNTIL THEY ARE TRADED OR RELEASED.(I.E: A KEEPER LEAGUE)

 

V. FREE AGENTS

 

A.     DURING THE REGULAR SEASON, EACH TEAM WILL BE ALLOWED TO PICKUP  UP TO 2 FREE AGENTS PER WEEK, BUT MUST MAINTAIN POSITION LIMITS  AND MAXIUM ROSTER SIZE OF 15(I.E. A PLAYER MUST BE DROPPED TO PICK UP A PLAYER IF IT WOULD EXCEED ROSTER LIMITS).

B.     FREE AGENT PICKUPS WILL BE ON FIRST COME FIRST SERVE BASIS FOLLOWING THE DRAFT AND PRIOR TO THE  BEGINNING OF THE SEASON.

C.     FREE AGENT PICK UPS AFTER THE START OF THE SEASON WILL BE TAKEN VIA EMAIL TO THE COMMISSIONER WITH THE TEAM WITH THE WORST RECORD AFTER THE FIRST WEEK OF THE SEASON GETTING FIRST CHOICE.  FREE AGENT TRANSACTION WILL BE CONDUCTED BY THE COMMISSIONER BEGINNING EVERY THURSDAY AND ENDING ON SATURDAY AT 11:59 EST., SO THAT ALL NEW PLAYERS ARE ELIGIBLE FOR PLAY IN NEXT WEEKS LINEUP.

D.     ALL INJURY TRANSACTIONS WILL BE CONDUCTED PRIOR TO ANY FREE AGENT PICKUPS , IN THE SAME ORDER AS DETERMINED ABOVE.

E.      THE FREE AGENT/TRADING DEADLINE WILL BE THE SAME AS LISTED IN THE SECTION ON TRADING. HOWEVER INJURY MOVES MAY BE MADE UNTIL THE END OF THE REGULAR SEASON.

F.      ALL PLAYERS RELEASED BY TEAMS ARE NOT ELIGIBLE TO BE AQUIRED BY ANOTHER TEAM AS A FREE AGENT UNTIL THE FOLLOWING WEEK’S FREE AGENT PERIOD.

G.     SALARY CAP RESTRICTIONS MUST BE MAINTAINED BY EACH TEAM DURING FREE AGENT PICKUPS, ANY TRANSACTIONS PUTTING A TEAM OVER THE SALARY CAP WILL NOT BE ALLOWED FOR THAT TEAM.

 

VI LINEUPS AND SCORING

   

A.     EACH TEAM IS REQUIRED TO SUBMIT A LINEUP, THE DEADLINE TO SUBMIT A LINEUP IS  SUNDAY AT 11:59 PST(YAHOO TIME).

B.     SHOULD A TEAM FAIL TO SUBMIT A LINEUP ON A GIVEN WEEK, THEIR LAST WEEK’S LINEUP WILL AUTOMATICALLY BE USED FOR THE NEW/CURRENT LINEUP.

C.     EACH TEAMS STARTING ROSTER WILL CONSIST OF THE FOLLOWING:

       D.  THE STAT CATERGORIES ARE AS FOLLOWS:

               FG%, FT%, 3PTM, PTS, REB, ASST, ST, BLK

A NEW WEEKLY MATCHUP BEGINS EVERY MONDAY AND CONSISTS OF A SET NUMBER OF GAMES BASED UPON THE LEAGUES STATISTICAL CATERGORIES.  EACH STAT CATERGORY COUNTS AS ONE GAME , WITH THE WIN GOING TO THE TEAM THAT FINISHES THE WEEK WITH THE HIGHEST TOTAL IN THAT CATERGORY(THE CULULATIVE TOTAL AFTER EACH SUNDAY’S GAMES)       So, if in a given week, your team scores more goals than your opponent's, you would be credited with a victory. However, if your opponent's team ended the week with a better save percentage than your team, you would be charged with a loss. If the two teams end up tied in a given category, each receives credit for a tied game.

VII.  PLAYOFFS/POST SEASON

 

A.     THE FOLLOWING TEAMS WILL MAKE THE PLAYOFFS EACH SEASON;

         --EACH DIVISION WINNER AUTOMATICALLY ADVANCES TO THE PLAYOFFS

         --ADDITIONALLY, THE 3 NON DIVISION WINNING TEAMS WITH THE BEST W-L RECORDS WILL ADVANCE AS WILDCARD TEAMS.

B. EACH TEAM WILL THEN BE SEEDED SEPERATELY FROM 1 THRU 6 AS FOLLOWS:

       ---DIVISION WINNNER WITH THE BEST W-L RECORD WILL BE SEEDED AS #1

       ---DIVISION WINNER WITH SECOND BEST W’L RECORD WILL BE SEEDED AS #2

       --- DIVISION WINNER WITH 3RD BEST  W-L RECORD WILL BE SEEDED AS #3

       ---WILDCARD TEAM WITH BEST W-L RECORD SEEDED AS #4

       ---WILDCARD TEAM WITH NEXT BEST W-L RECORD SEEDED AS #5

       ----FINAL WILDCARD TEAM SEEDED AS #6

B.     THE LEAGUE WILL THEN CONDUCT PLAYOFFS AS FOLLOWS

ROUND 1(1STAND 2ND SEED RECEIVES BYES)

LOWEST REMAINING SEED VS  #1 SEED

SECOND LOWEST REMAINING SEED VS #2 SEED

THE 2 REMAING TEAMS WILL PLAY FOR THE CHAMPIONSHIP.

 

C.     IN THE EVENT OF A TIE IN RECORDS FOR POTENTIAL WILDCARD TEAMS AND DIVISION WINNERS. THE TIE BREAKER WILL BE TOTAL  HEAD TO HEAD RECORD AGAINST THE TWO TEAMS TIED WILL DETERMINE WHO ADVANCES.   IF THE TIE ISN’’T BROKEN THEN THE FOLLOWING WILL APPLY;

                              Overall winning percentage.

                   Highest winning percentage in Week 21.

                   Highest winning percentage in Week 20.

                   Highest winning percentage in Week 19.

                   Highest winning percentage in Week 18.

                   Highest winning percentage in Week 17.

     IF THE TIE IS STILL NOT BROKEN THEN THERE WILL BE A COIN FLIP.

D.            In the event that a playoff game ends in a tie, the deadlock is broken using the following system:

1. Most team points scored.

2. Most team rebounds.

3. Highest team field goal percentage.

4. Highest team free throw percentage.

5. Fewest team turnovers.

6. Most team 3-point shots made.

7. Most team assists.

8. Most team steals.

9. Most team blocked shots.

10.   Random "coin flip."
