The members of the Advisory Board are the Aviation Working Group and the International Air Transport Association, and the aviation or aerospace committees of international bodies such as the American Bar Association, the International Bar Association, and the Inter-Pacific Bar Association.

The Cape Town Treaty embodies leading thought on international asset-based financing and leasing, as well as private international law. It will help align law with financing and leasing practices, which are common worldwide. That alignment, enhancing predictability on the rights established by contract and secured by aircraft equipment, will materially reduce risk and provide efficiencies for the benefit of all in the aviation sector

As part of the implementation process for the Cape Town Treaty, the Secretary General of ICAO issued a global tender in January 2004 for an organisation to establish, and act as Registrar for, the International Registry. Aviareto, based in Dublin , was selected for the undertaking. Aviareto is performing these functions on a not for profit, cost recovery basis, as required by the Cape Town Convention.
