Tempest has the power to biologically generate Remarkable-intenstity energy blasts from his hands, sufficient to destroy solid steel. His measure of contol is so fine that he can narrow the focus of the blast to the point of lighting a single match.

Tempest can use his energy blasts to propel himself through the air at Remarkable speeds, or about 90 mph. While his power is sufficient to carry up to 200 lbs. of additional weight with him, he cannot carry it in his arms, as he needs his hands to provide the thrust.

The Doom Patrol
Joshua Clay was born in the Brownsville section of Brooklyn, New York, the youngest of five children. Though his parents struggled to keep their family together in the middle of one of the worst slums in the country, Joshua gave in to the lure of the streets at an early age and became a member of the Stompers street gang. At the age of 17, Joshua joined the army to avoid a prison term, and was given medic training and shipped off to Viet Nam. Repeated disciplinary problems caused Joshua to be removed from the medic corps and placed in the infantry as a rifleman.

One day while on routine patrol less than a month before the end of his tour, Joshua and his sergeant came upon a Viet Namese village. Believing it to be an enemy camp, the sergeant proceeded to carry out a massacre of the villagers.

Horrified, Joshua reacted without thought and -- much to his surprise -- powerful energy exploded from his hands, knocking the crazed noncom out of action. Startled and frightened by what he'd done, Joshua ran, escaping from Viet Nam and the scrutiny of the military over his new- found powers.

Joshua concluded his powers came from a genetic mutation and only manifested themselves under the emotional trauma of combat. Now he was a deserter -- a wanted man -- and he spent the next ten years living the life of a fugitive on the edge of the underworld. Between menial jobs and aimless drifting from city to city, Joshua pursued and interest in medicine that had been kindled by his short-lived stint as an army medic.

Eventually, Joshua was tracked down by Arani Caulder, also known as Celsius, who sought to reactivate The Doom Patrol. The original team had been pioneered by the man she claimed was her husband, Dr. Niles Caulder, a.k.a. the Chief. Seeing a chance to have a home, Joshua agreed, joining the new Doom Patrol as Tempest. With team-mates Celsius, Robotman, and Negative Woman, Tempest remained on active duty with the Doom Patrol for over a year.

Distrust and internal squabbling soon caused the Doom Patrol to break up. Joshua returned to New York, swearing to never again utilize Tempest's power. With his connections in the underworld, Joshua was able to secure papers establishing a new identity for himself as Jonathan Carmichael, M.D. Thanks to his years of private study, Joshua easily passed his New York medical boards and, with loans secured from a friendly loanshark, bought an established Park Avenue medical practice, settling into a quiet, respectable life treating his rich hypochondriacal patients. Events building elsewhere, however, will soon prove too irresistible a force for Joshua Clay to fight.
